In order to solve this honorary or non-civil servant problem, the government encourages honorary and other non-civil servants to apply and take the test to become CPNS (Prospective Civil Servants) or PPPK (Government Employees with Work Agreements).

This is stated in Government Regulation no. 49 of 2018 concerning Management of Government Employees with Work Agreements (PPPK) has provided space for the transfer of various non-ASN employment statuses to PNS and PPPK. Potentially Canceled

The abolition of temporary workers in 2023 has the potential to be cancelled. This decision was taken due to objections from a number of local governments (Pemda).

Minister for Administrative Reform Bureaucratic Reform (PAN-RB), Abdullah Azwar said he had received complaints from various parties. To overcome this, the government, said Anas, actually already has a solution to facilitate local governments who object to the regulation. He explained that local governments are still allowed to appoint temporary employees with a record that they are only for the term of the regional head.

“This is a solution, I think so. If there is no solution, all regents will be angry,” said Azwar, written (15/9).

MenPAN-RB Anas saw that this solution was better than having to make strict rules, but many local governments violated it and played cat and mouse on hiring temporary employees.

“Finally, the cats and cats, in fact, have been closed, approximately 1.5 million people, if it is further confirmed it will be 2.5 million,” said Azwar.

Anas said that his party and the National Civil Service Agency (BKN) were conducting data collection and mapping of non-ASN personnel to determine the number and potential of existing honorary workers.

Based on Government Regulation Number 49 of 2018 concerning the management of Government Employees with Work Agreements (PPPK) for a 5-year transition period until November 2023, the status of non-ASN workers who meet the requirements can take part in the PNS or PPPK selection.

Currently MenPAN-RB and BKN are conducting data collection and mapping of non-ASN personnel with the aim of knowing the number and potential of existing non-ASN personnel,” Anwar told Merdeka.com, Saturday (17/9).

He explained that when all the data is complete, further adjustment steps will be taken. “Therefore, when the data is complete with the existing potential, further structuring steps will be carried out,” he explained.
