The most widely highlighted is the abolition of honorary workers starting in 2023. This is stated in the letter of the Minister of PAN-RB No. B/185/M.SM.02.03/2022 concerning Employment Status in Central Government Agencies and Local Governments issued by the Minister for Administrative Reform and Bureaucratic Reform (PAN-RB) Tjahjo Kumolo.
In this regulation, the Civil Service Supervisory Officer (PPK) of government agencies is asked to determine the employment status of non-ASN employees (non-PNS, non-PPPK, and ex-Honorary Personnel Category II) no later than 28 November 2023.
In order to solve this honorary or non-civil servant problem, the government encourages honorary and other non-civil servants to apply and take the test to become CPNS (Prospective Civil Servants) or PPPK (Government Employees with Work Agreements).
This is stated in Government Regulation no. 49 of 2018 concerning Management of Government Employees with Work Agreements (PPPK) has provided space for the transfer of various non-ASN employment statuses to PNS and PPPK. Of course, with the terms or conditions that have been regulated under Law no. 5/2014 on ASN and its implementing regulations.
However, the Personnel Guidance Officer is asked to draw up strategic steps for the settlement of non-ASN employees such as honorariums who do not meet the requirements or do not pass the CPNS selection and (PPPK) in accordance with the provisions of the legislation before the deadline of November 28, 2023.

The abolition of temporary workers in 2023 has the potential to be cancelled. This decision was taken due to objections from a number of local governments (Pemda).
Minister for Administrative Reform Bureaucratic Reform (PAN-RB), Abdullah Azwar said he had received complaints from various parties. Coordinating Minister for Political, Legal and Security Affairs Mahfud Md emphasized that there is no need to find out who is at fault in the polemic of non-state civil servants or non-ASN employees. Data on Completion of Honorary Personnel
From 2005 to 2014, based on the agreement, the government has raised 860,220 THK-I and 209,872 THK-II. So the total honorary staff who have been appointed are 1,070,092. This amount is a quarter of the total number of national ASN which is not fully in accordance with the needs of the organization so that the average composition of ASN in government offices is about 60 percent of an administrative nature. In the same period, the government only appointed 775,884 ASN from general applicants.
In policy, the agreement on the handling of honorary workers by the government is regulated in PP no. 48/2005 in conjunction with PP No. 43/2007 and last amended in PP No. 56/2012 concerning the Appointment of Honorary Personnel to Civil Servants. In the PP, it is written that THK-II is given the opportunity to be selected once. As a result, from the 648,462 THK-II in the database in 2012, there were 209,872 THK-II who passed the selection and 438,590 THK-II who did not pass.
In 2018-2020, as many as 438,590 THK-II participated in the CASN selection (CPNS and PPPK). As of June 2021 (before the implementation of the 2021 CASN selection), there are 410,010 THK-II remaining people.
Of the 410.010 THK-II personnel, there were 123,502 educators, 4,782 health workers, 2,333 extension workers, and 279,393 administrative staff. A total of 184,239 of these administrative staff have D-III education and below, most of whom are educational administrators, school guards, administration at local government offices, and administration at puskesmas/hospitals.
In the 2021 CASN (CPNS and PPPK) selection, there were 51,492 THK-II participating in the selection. Meanwhile, those who pass the selection are still in the process of determining their NIP and appointment. [idr]
