A father is outraged by the images of child pornography he saw while monitoring the Instagram account of his 9-year-old son and he calls on the platform to eradicate this illegal content.

“In a few clicks, I came across profiles like“ nudesyoungboys14yo ” [jeunes garçons de 14 ans nus], photos of children’s buttocks, perverse comments left by fake accounts, ”describes Alexandre Pilon.

He was on the lookout for his son’s Instagram account when he spotted a sexual account.

“It was while digging through subscribers and subscriptions that I discovered the rest. I did not sleep for three days because of what I saw … Videos of sexual exploitation of minors published in story », He explains, troubled.

He gave dozens of screenshots to the Service de police de la Ville de Montréal (SPVM). The latter, who did not respond to our interview request, would have assured him that the profiles he denounced were closed. But this answer does not satisfy Mr. Pilon.

Accessible to everyone

“We can close the accounts, but it’s easy to turn around and create a new one. Basically, child pornography should never be found on the Internet and even less on a platform accessible to all, ”says the man who works at the video game giant Ubisoft, in Montreal.

The 38-year-old wants Instagram, which is owned by Facebook, to prevent this type of content from ending up on his social network.

“It is their responsibility to eradicate this illegal content, and if the platform does not succeed, the government should impose sanctions,” added Mr. Pilon.

A cybersecurity expert believes that the Facebook group has somehow “lost control”.

“There are billions of users and items shared daily. It’s impossible to control so much content. The only hope results in automation, but artificial intelligence is not yet at the level ”, explains Jean-Philippe Décarie-Mathieu.

Filter content upstream

The Canadian Center for Child Protection considers that Instagram should filter shared content upstream.

“That is to say, pass the content through a filter before it even lands on the platform. All good technology companies should do it, but there is still work to be done in this direction, ”said spokesperson René Morin.

“In the case of Instagram, there is moderation that is done after the fact, for example when people make reports. But nothing is in place to prevent child pornography images from being found there at first glance, ”he explains.

Web giants must be held accountable

The federal government must hold the web giants accountable by imposing sanctions on them when illegal content is shared, according to an expert.

“The web is a Wild West. We allow everyone to use the Internet and there are no regulations, ”denounces Paul Laurier, president of the security firm Vigiteck.

The former Sûreté du Québec investigator wants Ottawa to make platforms, such as Facebook, which owns Instagram, accountable for the content they share.

“If we tell Facebook that images of child pornography are liable to a fine, I guarantee that the company will put the necessary resources to remove that from its platform,” explains Mr. Laurier.

Technology to detect

Worldwide, 35,000 people work on security and safety at Instagram, reports Facebook through the firm TACT.

To filter child pornography content, the company uses several tools, such as PhotoDNA, which “scans” known images of child abuse and flags the material.

A technology also detects the nudity of children and previously unknown content when downloaded. Content is manually reviewed and if it violates Instagram policies, the account is deleted.

Too late

“The Facebook group says it takes it seriously, but I don’t believe it. Are fake accounts banned? Do you prevent a malicious user from starting over with a new name? The answer is no, ”argues Mr. Laurier.

It is already too late when a photo of child pornography is shared, even if it is only half a day, he denounces.

“A pedophile had time to add it to his collection. “

The federal government wants to put in place rules to fight illegal content on social media.

“We cannot provide a specific timeline at this time,” wrote the Journal a spokesperson for the Department of Canadian Heritage.
