Honorary Elimination in 2023 Chances of Cancellation, Menpan-RB Finds New Solutions

JAKARTA – The central government launched a discourse to cancel the policy of eliminating honorary workers in 2023. This discourse emerged in line with the strong resistance from local governments.

Minister for Administrative Reform Bureaucratic Reform (Menpan-RB) Abdullah Azwar Anas said that his party is currently preparing a middle ground solution, which is to allow local governments to recruit new temporary workers until the term of office of the regional head ends. However, this solution has not been officially established, it is still in the stage of further discussion.

“This is a solution. If there is no solution, all the regents will be angry,” said Anas in a meeting with Committee I DPD RI, quoted on Saturday (17/9/2022).

Anas explained that the policy of eliminating honorariums in 2023 was widely opposed by regional heads because they felt that their movement was locked and they could no longer recruit new honorary workers. On the other hand, the regional heads have promises of work and political promises to their voters.

According to Anas, if this policy is enforced, then regional heads will continue to recruit temporary workers in a “cat and mouse” way. He himself experienced this when he became the Regent of Banyuwangi for two periods, 2010-2021.

At that time, Anas forbade his subordinates to recruit new temporary workers. As for the existing honorary staff, Anas provides a salary ceiling of Rp 25 billion.

“I was surprised that before the end (of my term of office), it turned out that the salary cost had increased to Rp. 45 billion. There were no honorary (new recruitments), but they were entrusted to activities,” he said.

Therefore, Anas will make a middle way solution related to the elimination of the existence of these honorary workers. The middle ground solution is considered to be more effective.

“Why do we build a high barrier if the fence is eventually crossed,” said the former General Chairperson of the Association of Indonesian Regency Governments (Apkasi).

The previous Menpan-RB, Tjahjo Kumolo, stated that the existence of honorary workers must be removed on November 28, 2023. This was conveyed through circular letter number B/185/M.SM.02.03/2022, which was signed by Tjahjo on May 31, 2022.

Tjahjo said the elimination of non-ASN or honorary employees is a mandate of Law no. 5/2014 on ASN. This abolition also refers to Government Regulation no. 49/2018 concerning Management of Government Employees with Work Agreements (PPPK). ***
