The searches of the deputy director of the administration of Kaspijsk and of the head of the administration of the mayor's office of the city are related to matters relating to the land and the illegal issuance of building permits. The Kaspiysk administration noted that the institution functions as usual. According to the mayor's office, during the investigations investigators studied the documentation for the period from 2012 to 2014, the deputy head of Kaspijsk Zaur Rimikhanov is under interrogation. According to the representative of the administration, the research concerns the detention of the city's chief architect, now under house arrest.

Later, a representative of the mayor's office in Kaspijsk told RIA Novosti that the research was related to the work of the former leadership and not to the current deputy heads of the administration. He also said that the deputies were not arrested or questioned.

The press service of the Ministry of Internal Affairs of Dagestan did not confirm the information on the searches in the town hall building. "Our employees do not perform [operating activities]", said the RBC in the department. RBC has turned to a comment to the press service of the DFS management in Dagestan.

On 7 November, the investigative committee for Dagestan opened a criminal case against the former head of the city, Jamaludin Omarov. The former mayor is suspected of abuse of the office.
