MOSCOW, 10 November – RIA news. The Criminal Liability Act for the Russians illegally crossing the Ukrainian border entered into force in Ukraine. In Moscow, an attempt was made to intimidate Russian citizens and turn Ukraine into a concentration camp.
Kiev is going to extend the law to the Crimea, which still considers its own. Under Ukrainian law, the Russians can only enter the Crimea through Ukrainian checkpoints, even if the peninsula was reunited with Russia following a referendum in March 2014.
In Russia, the law was called a pre-electoral anti-Russian hysteria, which will have a negative impact mainly on the citizens of Ukraine itself. The Crimean authorities do not exclude that this is also an attempt to block the flow of tourists to the peninsula.
The essence of the document
The Verkhovna Rada adopted the law on October 18, then Petro Poroshenko signed it, and on November 9th the document was published in the official press.
According to the law, criminal liability threatens those who are denied entry to Ukraine "for crossing the border in order to damage the interests of the state". The ban also applies to Russian military and security officials crossing the Ukrainian border outside the checkpoints, without false documents or documents.
Previously, offenders have been threatened with fines and administrative arrests for up to 15 days. The new law provides for imprisonment for up to three years. For the re-commission of such actions or their commission by a group of people – from three to five years, and the commission of such actions with the use of weapons – from five to eight years.
At the same time, the original formulation was more severe: the people who had the citizenship of the state of the aggressor (as the Ukrainian authorities call Russia – Appr. Ed.), Or other people in the interest of the state of the aggressor had to take criminal responsibility. But before accepting the document was mitigated.
Representatives of the President of the Rada, the wife of the Attorney General, Irina Lutsenko, as well as the leader of the largest parliamentary faction, Petro Poroshenko's Bloc, Artur Gerasimov, initiated the hardening of responsibilities.
Bullying and hysteria
The Russian authorities have criticized the new Ukrainian law. For example, Foreign Ministry spokeswoman Maria Zakharova called it an attempt to unleash Russian anti-Russian hysteria on the eve of the presidential elections to be held in Ukraine in the spring.
However, he noted that under the law almost anyone can get.
"The validity of the cases of criminal liability contained in the text of the law, in particular the entry in order to damage Ukraine, the use of inaccurate documents while crossing the border offers the authorities extensive, or better , infinite possibilities for free interpretation of the adopted document and to summarize its articles for any citizen ", – said Zakharova.
The State Duma believes that in this way Kiev is trying to intimidate the Russians. According to Sergey Zheleznyak, a member of the Duma's Committee on International Affairs, the Ukrainian authorities are doing all they can to isolate the Ukrainians from Russia and turn Ukraine into an extremely dangerous country to visit.
"The Kiev authorities are looking for new ways to intimidate the Russians so that no one can appear in Ukraine: this is how the next cannibal law criminalizes Russian Crimean visits to our citizens, who are the current bandera pseudo-state it has nothing to do with it, "he said.
Do not dig a hole for another
In the opinion of the head of the Tourism Committee of the Crimean Parliament of United Russia, Alexei Chernyak, Kiev took such measures to try once again to block the flow of tourists in the Crimea. However, Chernyak is sure, such a move will turn against Ukraine itself – the number of tourists, including the Russian, in Kiev and Odessa will decrease.
"The Kiev authorities are simply jealous of the colossal success of the Russian Crimea, but all their attempts are doomed to fail, they will not reduce the flow of tourists to us, but they will certainly not accept themselves," Chernyak believes.
The opinion that the new law will cause more damage to Ukraine itself was also expressed by the deputy of the State Duma of Crimea, a member of the United Russia faction, Ruslan Balbek.
"The innovation of Poroshenko is mainly aimed at intimidating its citizens, they say, now we will plan a couple of Russians, and tomorrow we will miss in the Crimea, what is called the pack.This is held in the hope that the Ukrainian tourists will be scared and they will stop driving to the peninsula the height of the summer season, "he told RIA Novosti.
The politician added that there are very few Russians crossing the border with Ukraine. "You can hardly count on serious political dividends from the fact that they will arrest a person who is traveling to his relatives on the territory of Ukraine, one thing remains – to frighten others, so that they are afraid, something that Poroshenko does, online in principle, "Balbek said.
The next presidential elections in Ukraine will be held in spring and the parliamentary elections in autumn 2019.
