Minister Zuhal Demir calls on the cities and municipalities not to allow new houses in flood-prone areas. But those local authorities bounce the ball back. “If you don’t want new buildings to be built there, then forbid it,” they respond. “And also provide fair compensation for the landowners.” But that’s where the shoe pinches.
