President Vladimir Putin has signed a decree establishing the Russian ecological operator, which will become the only garbage operator in the country. The document is published on the official portal of legal information.
The functions and powers of the company founder will be exercised by the Ministry of the Environment. The company will have to create a system for the management of solid urban waste, to prevent the harmful effects of waste on human health and the environment, and to monitor the recycling of waste.
The operator will participate in the development of waste management regulation projects, conduct the examination of landfills, enter into agreements with international organizations. The company will also attract investors for the implementation of waste management projects, develop state support programs for these projects and monitor their funding.
The deputy superintendent Anton Siluanov, head of the Ministry of natural resources Dmitry Kobylkin, minister for housing and communal services Vladimir Yakushev and head of the Ministry of Industry and Commerce Denis Manturov will be part of the supervisory board of the company. The general manager of the company is appointed for a period of three years.
The decree also tells the government to approve, within a month, the statute of the operator and the provision on the supervisory board of the company, to determine the composition of the federal property within three months, which will be transferred to the company. Furthermore, the company must be registered and located in Moscow. From 2019, the work of the operator will be financed by the budget and by 1 January 2020 the authorities will have to create a unified and regional system for the accounting of solid waste.
Previously, Kobylkin reported that in 2019, 69 Russian entities switched to a new solid waste management system. According to him, the authorities intend to build about 40 waste sorting plants each year, 50-60 billion rubles will be allocated from the budget for this purpose. "For every state ruble, we expect 2-3 rubles, corporate investments", stressed the minister.
Now in the Arkhangelsk region, the "Shies" landfill is being built, where it is planned to transport 500,000 tonnes of rubbish from Moscow each year. Kobylkin noted that in the future this waste could be exported to Sweden and other European countries, but before this project should be evaluated by experts from Rosprirodnadzor.
At a meeting held on January 14th with Prime Minister Dmitry Medvedev, Deputy Prime Minister Alexei Gordeyev said that the Russians would soon receive a line for the payment of an apartment for the payment of solid waste collection. According to him, the cost of the service will be 120-130 rubles. per month per person, previously it was included in the general expenses of the house.
