Main departure Friday afternoon for the unemployment insurance negotiations: trade unions and employers start a difficult discussion, aimed at finding several billions of euros of savings at the request of the government.
At the end of September, the executive announced the color to the social partners. It will take 3 to 3.9 billion euros of savings over three years. Main objectives published: accelerate the return to employment, reduce precariousness and reduce Unédic debt.

The social partners have already worked in 2018 on a reform that has extended compensation for further resignations and, in some cases, an independent electoral promise, Emmanuel Macron.
The ink of this reform was also barely this summer that the President of the Republic asked them to reopen the site and review all the rules of compensation.
The last unemployment insurance contract, which establishes the compensation framework for job seekers, was negotiated shortly before the presidential elections and came into force just over a year ago.
The CFDT general secretary, Laurent Berger, rejects "the budgetary approach" of this negotiation. For him, the important thing is "to maintain a level of compensation that allows the return to employment, (…) a good level of compensation" and that the problem "of the abuse of short-term contracts "" This question will be the main node of negotiation.
How to try to stop the proliferation of these contracts that are expensive for Unédic? The Macron candidate promised to impose a "bonus penalty" to penalize the abusing companies, but the government blows the heat and cold on this promise for several months.
This idea has always raised employers and social partners have never been able to agree.

The expression "bonus malus" is also not included in the scoping document published at the end of September by the executive and serves as a roadmap. The CPME (Confederation of Small and Medium-sized Enterprises) has already been shocked by a government project to which it has had access and which it considers "deadly" for employment.
The eight trade unions and employers, managers of the unemployment insurance system, will also examine the "permittance", that is, the alternation between employment and unemployment, which includes various mechanisms such as the possibility of accumulating unemployment. part of the allowance and salary.
The revision of the intermittent regime is also at stake.
The issue of quota decline, especially for managers, should also be invited to the table. "We can open everything, look at everything without taboos", explained to AFP Hubert Mongon, unemployment insurance negotiator for Medef.
In the end, if it is not satisfied, the status will resume the pen. He proposes a loan now partly managed through the tax (CSG) instead of social security contributions to have more than ever his opinion.
Several unions have been warning for months about the future of paritarism. Like FO, who fears that if the social partners do not come "at the end" of this negotiation, it will be the last "Unédic negotiation".
On the part of employers, Medef, which claims to be "connected to a jointly managed insurance and social security system", is worried about this "hybrid system". He does not want to "serve as a contribution adjustment variable" and warns that today there is a lack of 200 million euros.
The Minister of Labor, Muriel Pénicaud, was arrested on this subject by letter in mid-October, the social partners await his response.
