The Hong Kong government stated that it will launch a legislative consultation on Article 23 of the Basic Law regarding China’s national security before the Lunar New Year on February 10, and complete the legislation of Article 23 of the Basic Law within this year. The outside world is worried that the completion of Article 23 legislation will further restrict the freedom of Hong Kong people, and the Hong Kong government no longer has any worries.

Zhong Jianhua, a former assistant professor at the Department of Applied Social Sciences at the Hong Kong Polytechnic University, believes that regardless of public support or opposition, the passage of Article 23 legislation is a foregone conclusion. Now that the opposition political parties have almost disappeared, and there are no real representatives of public opinion in the Legislative Council, you can imagine that in the end, the Legislative Council will unanimously approve the bill. This consultation is just a show for everyone to watch.

Regarding the reasons why the Hong Kong government needs to complete the 23 legislation now, a reporter from Voice of Hope interviewed Li Yuanhua, a scholar in Macao, on the 27th.

If (the Chinese Communist Party) wants to fully control Hong Kong, it (the Chinese Communist Party) must use the so-called law. So this is actually the case when everyone opposes Article 23. It is a bad law and everyone opposes it. Now he (the Chinese Communist Party)

The evil law was passed. In fact, they want to use bad laws to curb the democratic consciousness in Hong Kong and the rebellious spirit of Hong Kong people. In the future, they can use so-called laws to persecute people.

Li Yuanhua believes that the completion of Article 23 legislation will further restrict the freedom of Hong Kong people, and the Hong Kong government now has no worries.

In this environment, if you tell the truth, he (the CCP) will not let you speak. You will only be allowed to speak if you say that his policies are good or praise him (the CCP).

Hong Kong has changed a long time ago. When everyone was protesting the extradition bill, the most important thing was to have true universal suffrage. Universal suffrage means that you are the representative of public opinion. The CCP now has an appointment system, and some people cannot even be candidates.

He (the Chinese Communist Party) sets up defenses for you. Those who are so-called elected are actually appointed by him, so the people he (the Chinese Communist Party) appoints must carry out his orders.

Li Yuanhua said that for many Hong Kong people, it doesn’t matter whether Article 23 is enacted or not. They have given up hope in the Hong Kong government.

Hong Kong may become more and more like what everyone says is a financial ruin. The reason why the CCP does this is that it is no longer afraid of sacrificing Hong Kong’s economic interests. Because what he actually wants is that he has the final say in everything.

The saying that he has the final say means that you have to listen to him and follow his will. So whether your economy is good or bad is no longer within his scope of consideration.

In the past, people may have thought that Hong Kong was the gateway to connect with the world. The world’s view of him has also changed, so his approach is completely mainlandization of Hong Kong.
