2023 work review
2023 is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China. It is also a breakthrough year for Changzhou to remember the instructions, forge ahead with gratitude, and move into a “GDP Trillion City” with high quality. 1. Uphold the Party’s overall leadership and maintain the correct political direction
We must take a clear-cut stand on politics, carry out thematic education in a down-to-earth manner, always work with the party in the same direction and in the same mind, resolutely defend the “two establishments” and resolutely achieve the “two safeguards”.
Adhere to the party’s overall leadership throughout the performance of duties. Consciously accept the overall leadership of the Municipal Party Committee on the work of the CPPCC, adhere to the “first issue” system, promptly study and implement the important instructions of General Secretary Xi Jinping’s important speeches, and timely implement the party and government decisions and arrangements into the work of the CPPCC. Give full play to the role of the CPPCC Party Group in guiding direction, managing the overall situation, and ensuring implementation, so as to promptly convey important spirit, report on important work in a timely manner, and request instructions on major matters in a timely manner. Cooperate with the Municipal Party Committee to carry out supervision on the implementation of the opinions on strengthening and improving the implementation of the work of the Municipal and County CPPCC in the new era, and comprehensively complete the deepening reform task with the main content of improving the system and mechanism for members to contact the people in different sectors.
Make the development of thematic education a primary political task. Persist in learning the original text, reading the original work, and understanding the principles, continue to strengthen theoretical arming, and solidify the ideological and political foundation. Organize and carry out the activities of “Four Studies, Four Strong and Four in Advance” and the “Keep in mind the instructions, forge ahead with gratitude, and be at the forefront” discussion, deeply implement the “Four Goes to the Grassroots”, complete 35 research tasks, and conduct exchanges and discussions. Focusing on “using the platform of the CPPCC Cultural and History Museum to build a political center that adheres to the party’s leadership” and “strengthening the responsibilities of committee members and improving the quality and efficiency of committee members’ performance of their duties”, an anatomical investigation of typical cases was carried out, and 12 measures were formulated to further improve the work of the agency, etc. system, and strive to achieve tangible results in the aspects of using learning to build soul, using learning to increase wisdom, using learning to rectify the style, and using learning to promote cadres.

Continuously improve the organizational network, promote two-way empowerment of party building and duty performance, and promote “two full coverages” to be more in-depth and effective. Adhere to the system of visits and heart-to-heart talks by members of the Chairman’s Meeting, formulate a system for suggestions and comments on the performance of party members’ standing committee members, and evaluate 22 party members’ standing committee members. Support the dispatched discipline inspection and supervision teams to fulfill their supervisory responsibilities, and vigorously create a clean and upright political ecology and a good atmosphere for officials to start their own businesses.
2. Focus on the overall situation of the central service and improve the quality and efficiency of consultation and discussion
Continue to focus on city positioning and the “532” development strategy, give full play to the role of specialized consultation agencies, and continuously improve the ability and level of consultation and discussion.
Promote the construction of a new energy city. The Standing Committee held a special consultation on capital empowerment to build a new energy city, and put forward opinions and suggestions on making full use of capital market tools and promoting win-win integration of industry and capital. Secretary Chen Jinhu participated in the consultation and affirmed that the research report is “very important and very valuable.” Meaningful and fruitful.” Focusing on building a new model of charging and swapping facilities in Changzhou, we carried out special consultations at the chairman’s meeting, and jointly carried out special inspections with the Municipal Party Committee’s Inspection Office to promote mutual promotion between the new energy manufacturing end and the application end. With the theme of “power generation, storage, distribution and use network” as the theme, democratic supervision was carried out, and suggestions were made on promoting the construction of “Hydrogen Bay” in West Taihu Lake and accelerating the creation of national strategic emerging industry clusters for new energy. Secretary Chen Jinhu took the lead in organizing the key proposal topic of “Leading the New Energy Industry Track” and encouraged committee members to offer more wise words.
Promote cultural inheritance and development. The Standing Committee carried out special consultations around the excavation and utilization of historical celebrity resources, promoted the creative transformation and innovative development of historical celebrity resources, and enhanced the vitality of the integrated development of culture, business and tourism and the cultural depth of the trillion-dollar city. Mayor Sheng Lei participated in the consultation, listened to suggestions, and requested relevant Department fully adopted. Excavate and sort out the city’s well-known couplet resources, carry out special consultations at the chairman’s meeting around inheriting the excellent couplet culture, and put forward suggestions to make well-known couplets more beautiful. Promote urban energy level improvement. Closely related to increasing the introduction of overseas talents, we will carry out special consultations at the chairman’s meeting, objectively examine the stage characteristics of Changzhou’s overseas talent work, and put forward pragmatic suggestions for creating a “frequent” gathering place for overseas talents. We will pay close attention to the construction of a dual-cycle logistics system and carry out special supervision, continue to track the development of the logistics industry, and help the manufacturing industry reduce costs and increase efficiency. Experts from universities at home and abroad are invited to participate in consultation activities on innovation and empowerment of the “Two Lakes” innovation zones across the development, so as to gather strong synergy for the construction of the “Two Lakes” innovation zones. Focusing on the development of “Changjin City Integration”, we will conduct consultations with the Jintan District CPPCC. Focusing on the construction of transportation infrastructure, the revitalization and development of the old city, the construction and management of talent apartments, the optimization of the innovation and entrepreneurship ecosystem for overseas Chinese, and the construction of the Sino-German (Changzhou) Innovation Industrial Park, we conducted research and inspections, conducted in-depth consultations and interactions, and put forward insights.
Promote the optimization of the business environment. Carry out special consultations at the chairman’s meeting around promoting corporate compliance reform, and put forward consultation suggestions to guide and serve corporate compliance operations. Carry out in-depth visits and research activities to “help the healthy development and high-quality development of the private economy”, sort out a list of questions and suggestions, and submit them to the Provincial Committee of the Chinese People’s Political Consultative Conference. In response to the implementation of a package of policies and measures by the provincial party committee and the provincial government to promote the overall improvement of economic operations, we will carry out coordinated democratic supervision between municipalities and municipalities, and form a supervision report and submit it to the provincial CPPCC. Research and inspections were carried out around improving the soft power of the city’s business environment, establishing a national food safety demonstration city, building comprehensive administrative law enforcement and civilized standards, and “one thing” reform.
Promote the construction of ecological civilization. In order to adapt to the changes of the times and the needs of development, the environmental resources sector will be added to further strengthen the functions and advantages of the sector, and members will be encouraged to conduct investigations and studies based on their own expertise and put forward proposals and suggestions. Organize and carry out consultations and discussions on promoting the construction of “waste-free cities”, listen to special reports on the comprehensive rectification of “hazardous pollution and pollution” and the creation of national ecological garden cities, and participate in consultation and discussion activities on joint protection and joint management of water environment in the Yangtze River Delta region along the Yangtze River, To create a high-standard ecological central axis in the Yangtze River Delta and gather more wisdom and power. Mayor Sheng Lei led the key proposal project on “Promoting Ecological Civilization Construction with Higher Quality” and affirmed that the committee members’ suggestions were scientific and effective.
3. Give full play to the advantages of extensive connections and deepen the practice of performing duties for the people
We should practice the concept of the CPPCC for the people, insist on consultation by the people and for the people, and let more people feel that the CPPCC organization and CPPCC members are around them.
Closely follow the “Six Constants” practical suggestions on people’s livelihood and political affairs. Focusing on improving group-based school management in the compulsory education stage, strengthening youth mental health education, cultivating modern professional farmers, building a four-level medical insurance management system, popularizing national fitness, and promoting Red Cross culture, we will carry out sectoral consultations, counterpart consultations, and special topics inspection. Suggestive achievements such as accelerating the promotion of Changzhou youth science popularization activities and strengthening management services for patients with mental disorders have been approved by the main leaders of the party and government.
Carry out regular consultations and discussions on the subject of “discussing everything.” Carry out monthly activities on consultation and deliberation on the topic of serving the people and people’s livelihood. Members of the chairman’s meeting will contact the CPPCC working committees of various jurisdictions and grassroots CPPCC to participate in consultations and discussions on various platforms. Various consultation and discussion platforms at all levels in the city carried out 828 activities to promote the resolution of minor issues surrounding a number of people.
Help improve people’s livelihood with proposals and information on social conditions and public opinion. Increase the processing and supervision of people’s livelihood proposals, and include 8 people’s livelihood proposals such as improving the construction of labor education courses in primary and secondary schools, promoting the construction of a medical community, and optimizing the management of long-term care insurance as key proposals in 2023, and will be supervised by city leaders. Select proposals such as adding elevators to existing residences, opening school sports facilities to the public, and classifying domestic waste to carry out follow-up consultations to promote the transformation of proposal processing from completion to implementation. We continued to improve the intensity and quality of social conditions and public opinion information work, and submitted more than 600 pieces of information to the Provincial CPPCC and the Municipal Party Committee and the Municipal Government. 150 pieces of information were adopted by the Provincial CPPCC and forwarded to the National CPPCC to promote practical management of people’s livelihood.
4. Hold high the banner of unity and democracy to better unite the strengths of all parties
We always insist on promoting democracy and enhancing unity, and work together for the high-quality development and modernization of Changzhou City.
Promote multi-party cooperation and cooperation. Fully protect the rights of all democratic parties to express opinions and make suggestions in the name of the party in the CPPCC, and actively create conditions for all democratic parties, federations of industry and commerce, and non-party personages to participate in and play their roles through the CPPCC platform. We insist on inviting parties to participate in annual key consultations, participate in special surveys, conference discussions, consultations and exchanges, inspections and supervision and other duty performance activities, so as to build consensus and enhance recognition in cooperation and work. Various political parties and groups submitted 82 speeches and 42 collective proposals to the meeting.
Deepen unity and friendship work. Adhere to the implementation of the “Five Overseas Chinese and Six Taiwan” linkage and cooperation mechanism, and strengthen contacts and exchanges with compatriots from Hong Kong, Macao and Taiwan, overseas Chinese, and returned overseas Chinese and their families. Focus on giving full play to the “dual active role” of Hong Kong and Macao members, and invite members from Hong Kong and Macao to participate in topic research. Conduct a special inspection of Taiwan youth innovation and entrepreneurship in Changchun to promote the orderly implementation of the “Three-Year Action Plan for Integrated High-Quality Development in Changchun and Taiwan”. Regularly visit overseas Chinese-funded enterprises and overseas Chinese talents, and carry out consultation and discussion activities on “sincerely serving overseas Chinese and safeguarding the interests of overseas Chinese in accordance with the law.” We will implement the Party’s ethnic and religious policies, organize ethnic and religious figures to study, publicize and implement the spirit of the 20th National Congress of the Party, and support them in speaking out for reform, development and stability.
Create excellent literary, historical and theoretical research work. Conscientiously study and understand Xi Jinping’s cultural thoughts, implement the requirements of “two combinations” and “two transformations”, and make special arrangements for the collection and compilation of cultural and historical materials for the CPPCC National Committee. Continuously enrich the connotation of the CPPCC Cultural and History Museum, continue to strengthen its social functions, and create a platform for members to jointly negotiate and discuss politics, a platform for members to contact people from various sectors, and a platform for the CPPCC to face the public. Giving full play to the role of the CPPCC Association, we held a cultural forum on the “Indissoluble Bond between Changzhou and Tianjin University”, participated in a joint exhibition of calligraphy and painting works between Changzhou and Mianzhu, and held an exhibition of photographic works of members of the “Looking at Changes and Seeking Development”. Focusing on topics such as giving full play to the role of the People’s Political Consultative Conference in the entire process of people’s democracy, we actively carry out theoretical research and produce a number of results.
5. Strengthen the construction of the CPPCC itself and lay a solid foundation for the performance of its duties
Adhere to integrity and innovation, strengthen functional construction, actively explore new ideas, new methods, and new carriers for the work of the CPPCC, enhance the ability to perform duties, and improve the quality and efficiency of performance of duties.
Improve the duty performance system. According to the newly revised CPPCC Charter, the CPPCC consultation work rules are revised. The Municipal Party Committee Office, the Municipal Government Office, and the Municipal Co-organizer jointly issued the implementation details of the consultation work on key proposals supervised by the municipal leadership office. Formulate and issue implementation opinions on improving the system and mechanism for committee members to contact people in different sectors, implementation opinions on building committee members’ studios in different sectors, and work plans for committee members to go deep into the grassroots to carry out their duties, revise the implementation details of quantitative assessment of committee members’ duty performance, and guide committee members to carry out various tasks on a regular basis at the grassroots level. Continue to promote work innovation. Explore the establishment of a two-way connection and transformation mechanism between CPPCC proposals and public interest litigation and procuratorial recommendations, give full play to the overall effectiveness of democratic supervision and legal supervision, promote the solution of municipal social governance issues, and win the province’s outstanding innovative cases in the work of the CPPCC. Actively carry out pre-application work for proposal topic selection, guide committee members with the same or similar topics to jointly conduct research, and increase the proportion of collective proposals and joint proposals. The construction of sector committee members’ studios has been promoted in an orderly manner, and 25 sector committee members’ studios have been built to guide committee members to better serve the people of the sects.
Strengthen the construction of the two teams. With the theme of studying and implementing the spirit of the 20th National Congress of the Communist Party of China, members are organized to conduct special training to guide members to enhance their political abilities, strengthen their responsibilities, and improve their performance of duties. We held 4 committee member lectures and carried out the “Daxing Investigation and Research to Promote High-Quality Development” sector monthly activities, resulting in 39 research reports and suggestions. Organize committee members to listen to government work briefings and conduct centralized inspections to gain comprehensive and in-depth information on government affairs. Strengthen the basic role of special committees and the agency service guarantee function, and strive to create a team of agency cadres who are political in planning, work to high standards, dare to take responsibility when encountering problems, and abide by rules when doing things.
Fellow members, the achievements achieved by the CPPCC are the result of the great attention and strong leadership of the Changzhou Municipal Committee of the Communist Party of China. They are the result of the strong support of the Standing Committee of the Municipal People’s Congress, the municipal government, all districts, departments and all walks of life. They are the result of the participating units of the CPPCC. We are also clearly aware that there are still some areas that need to be strengthened and improved in our work. The democratic supervision working mechanism needs to be improved, etc. , we will seriously study and improve it in future work.
Main tasks in 2024
This year marks the 75th anniversary of the founding of the People’s Political Consultative Conference. Innovate working methods, improve the ability level of serving committee members, establish a committee entrepreneur association, build a four-level committee member-enterprise mutual knowledge and interconnection platform, and organize and carry out “committee-enterprise cooperation” through committee lectures, committee salons, policy interpretations, expert guidance and other forms. “Planning New Year” activities reflect the exemplary role of committee members’ enterprises in high-quality development.
