Madison, SD City Commission Approves Engineering Agreements, Cancels City-Wide Cleanup

The Madison, South Dakota City Commission addressed several key items during its meeting on Monday, March 2nd, 2026, approving professional service agreements for infrastructure projects and addressing logistical challenges impacting city services. The commission also canceled the 2026 City-Wide Cleanup event due to disposal site limitations.

Chip Seal Project and Bridge Repairs Approved

Commissioners unanimously approved a professional services agreement with Brosz Engineering for the 2026 multi-community asphalt surface treatment project, totaling $16,000. This program allows Madison to collaborate with other communities to secure more competitive bid pricing for chip seal work. The commission acknowledged a delay in the 2025 project, which is now expected to be completed this spring, with the 2026 project to be bid separately.

the commission authorized an engineering services agreement with Banner Associates for repairs to the back wall of the NW Fifth Street Bridge, not to exceed $8,000. These repairs are intended to address damage identified following the September 2019 flood and highlighted in recent bridge inspections. Funding for the project is already secured through the Federal Emergency Management Agency (FEMA).

City-Wide Cleanup Canceled

Due to the unavailability of an approved restricted-utilize disposal site, the commission voted to cancel the 2026 City-Wide Cleanup event. City staff explained that transporting materials to another community would substantially increase both costs and staff time. The commission directed staff to investigate alternative options for assisting residents with disposal needs.

Police Department Benefits Updated

Commissioners also approved updates to the Police Department’s employee benefits policy. These changes provide overtime compensation for call-out and hold-over situations involving emergencies, aligning the department’s policy with other city departments.
