Ukrainian Foreign Minister Andriy Sibiga has highlighted important economic challenges facing Russia, urging Western nations to intensify sanctions pressure.

Details: Sibiga stated that data indicates the Russian economy is “starting to face some dramatic problems, entering a recession.”

He supported this claim with several economic indicators:

* The Russian federal budget deficit reached a record $54 billion in January-November and is projected to exceed $70 billion by year-end.
* Russian regions experienced a consolidated deficit of $1.5 billion, a stark contrast to the $12 billion surplus recorded last year.
* Russia’s energy revenues are declining, with oil and gas profits falling 34% in November 2025 compared to November 2024, resulting in a $3.5 billion reduction in the country’s budget.

Sibiga added that Moscow is being forced to raise taxes, including sensitive measures.
