Damage from natural hazards in 2025 substantially decreased compared to previous years, with insured losses totaling an estimated 2.6 billion euros. However, the German Insurance Association (GDV) maintains that this reduction is largely due to chance adn does not indicate a lessening of the long-term threat posed by climate change and increasingly extreme weather events.

Damage Figures for 2025

The GDV reports that the 2.6 billion euros in damage from natural hazards in 2025 is approximately three billion euros less than the losses recorded in 2024. This marks the lowest level of damage as 2001. The breakdown of these losses includes:

  • Property Insurance: Approximately 1.4 billion euros in damage from storms, hail, and lightning.
  • Other Natural Hazards: 500 million euros in damage from floods and heavy rain.
  • Motor Insurance: 700 million euros in losses from storms and floods.

These figures encompass damage to residential properties, household goods, commercial and industrial businesses, and motor vehicles.

Long-Term Trends and Climate Change

Despite the lower damage figures for 2025, the GDV emphasizes that the underlying trend of increasing extreme weather events driven by climate change remains a serious concern. Jörg Asmussen, General Manager of the GDV, stated that the lower damage total was “a matter of luck,” but that “though, extreme weather events caused by climate change are increasing.”

Proposed solutions: A Holistic Threat Defense

The GDV advocates for a thorough approach to managing the escalating risks associated with natural hazards. This includes integrating insurance, prevention, and climate adaptation measures into a unified strategy. To this end, the GDV has proposed a new model for a security system against natural hazards, presented in December, as an option to politically debated compulsory insurance schemes.

Elementar Re: A Reinsurance Model

The core of the GDV’s proposal is the creation of a new reinsurer, named Elementar Re. This reinsurer would operate on the principles of risk-sharing between the state and private insurers, with a strong emphasis on preventative measures. Key features of the Elementar Re model include:

  • Risk Sharing: Sharing the financial burden of natural disaster risks between the state and the insurance industry.
  • Preventative Investment: Increased goverment investment in flood protection infrastructure and climate-resilient construction practices.
  • Affordability and Accessibility: Ensuring that natural hazard protection remains available, insurable, and affordable for all citizens.

While the GDV believes this model offers a sustainable solution, it acknowledges that taxpayers would likely bear a notable portion of the associated costs.
