Cork’s Custom House Quay Hotel Project Gains Three-Year Planning Extension

The ambitious plan for a 34-storey hotel on Cork city’s Custom House Quay has received a significant boost with the approval of a three-year extension to its planning permission. Tower Development Properties Ltd secured the extension from Cork City Council, allowing the project to proceed with a new completion timeframe.

Project Details and Timeline

The development, first granted planning permission in October 2020 and endorsed by An Bord Pleanála (now An Coimisiún Pleanála) in March 2021, involves the construction of a 140-meter, 240-bedroom hotel and 25 residential suites [1]. The original planning consent was set to expire in May of this year. The extension, approved on January 19, 2026, extends the permission until June 2, 2029 [1].

Tower Development Properties Ltd has committed to commencing specific works by February 1, 2027, including obtaining a fire certificate, approving construction contracts, initiating quay wall upgrades, demolition work, and commencing conservation efforts [1]. The construction phase is estimated to take 20-24 months [1].

Heritage Site and Conservation Efforts

The development site, located on the former Port of Cork land, includes a series of historically significant bonded warehouses. The project prioritizes the conservation and repair of these structures, with a planned investment of €25 million dedicated to their adaptation and public access [2], [3]. A 16.5-meter high glazed atrium will connect the former Custom House building to the warehouses, and significant elements of the Custom House itself will be integrated into the new development [1]. Cobblestone paving will be retained and reused, and public realm improvements are also planned.

Community and Council Support

Developer’s Previous Projects

Tower Development Properties Ltd, led by Kevin O’Sullivan, previously sought an extension for another Cork project, “The Prism,” a proposed glass office block. However, that request was denied due to not meeting planning requirements [1].
