Michael Healy-Rae’s Property Firm Receives €1.33 Million in State Payments for Ukrainian Accommodation

A property company owned by Minister of State Michael Healy-Rae has received €1.33 million in State payments to accommodate Ukrainians fleeing the war in Russia. The figures, provided by the Department of Justice, Home Affairs and Migration, detail the payments made to Roughty Properties Ltd, which trades as Rosemont House, since 2022.

Breakdown of State Payments

The total funding of €1.33 million is split between recent payments and those made during the initial phase of the crisis. According to the Department of Justice, Roughty Properties Ltd received €113,480 in 2025 for providing accommodation at its Tralee address. This follows a larger sum of €1.22 million paid during the two years and three months leading up to January 1, 2025.

While the amount is significant, it represents a small portion of the overall national expenditure. The €113,480 paid to the firm last year is a fraction of the €425.49 million the government paid to all operators providing accommodation for Ukrainians under the International Protection Accommodation Service (IPAS).

Company Profits and Financial Performance

Recently filed accounts for Roughty Properties Ltd reveal a dip in profitability. For the 12 months ending in May 2025, the firm recorded post-tax profits of €241,244. This marks a 36% decline compared to the previous year’s post-tax profits of €376,048.

Despite this decline, the company maintained strong overall reserves, with accumulated profits reaching €1.08 million by the end of May last year.

A Diverse Business and Political Portfolio

Michael Healy-Rae, an Independent TD for Kerry, was appointed as Minister of State at the Department of Agriculture, Food and the Marine in 2025, with special responsibility for Forestry. Beyond his political role, the Dáil Register of Interests identifies him as the biggest landlord in the Dáil, owning 28 properties and various pieces of land.

His professional occupations are extensive, spanning several sectors. In addition to being a politician and rental property owner, he operates as a:

Current Contract Status

A spokeswoman for the Department of Justice, Home Affairs and Migration confirmed that Roughty Properties, trading as Rosemont House, continued to provide accommodation services to the State throughout 2025. The firm remains under contract with the department to accommodate individuals fleeing the war in Ukraine.
