Indonesian Authorities Deploy Disinformation Campaigns to Silence Activists, Amnesty International Reports

Indonesian authorities, including the military, have been using coordinated disinformation campaigns to brand activists, journalists, and academics as “foreign agents,” effectively silencing dissent and fostering an environment of intimidation, according to a new report by Amnesty International. The findings highlight a troubling trend under President Prabowo Subianto’s administration, where online misinformation has become a key tool to suppress criticism and consolidate power.

The Scale of the Disinformation Campaigns

The report, titled *Building Up Imaginary Enemies*, reveals that military-linked social media accounts have systematically targeted government critics. These campaigns, which gained momentum in the 18 months since Prabowo took office in 2024, aim to discredit activists and journalists by accusing them of being foreign agents. This tactic has led to threats, violence, and a chilling effect on free expression in Indonesia, the world’s third-largest democracy.

“Authoritarian practices have accelerated in Indonesia under President Prabowo Subianto’s government,” said Agnès Callamard, Secretary General of Amnesty International. “Online disinformation has emerged as a key tactic to systematically discredit government critics, shut down public debate, and justify repression.”

Role of Social Media Platforms

The report also criticizes major tech companies, including Meta, TikTok, X, and YouTube, for failing to curb the spread of harmful content. These platforms have allowed disinformation to proliferate, enabling authorities to amplify their messaging and intimidate dissenters. The lack of action by these companies has exacerbated the situation, according to Amnesty International.
