Bolivian Deputies Greenlight €21.12 Million Agricultural Loan

The Bolivian Chamber of Deputies has approved a €21.12 million loan agreement to fund the “Agrosustentar” program, a national initiative designed to bolster sustainable agricultural practices and climate resilience. Identified as Project 224/2025-2026, the legislation now moves to the Chamber of Senators for constitutional review following its passage in the lower house.

The financing agreement was signed on October 23, 2025, with the International Fund for Agricultural Development (IFAD). According to the legislative text, the program is officially titled “Financing Agreement Source PBAS No. 2000005421 and Source BRAM No. 2000005420 for the execution of the Program for the Development of Sustainable and Resilient Agriculture (Agrosustentar).”

Legislative Oversight and Reporting Mandates

During the legislative process, Deputy Patricia Arancibia successfully pushed for an amendment requiring increased transparency. The approved text mandates that the Executive Branch—specifically the Ministry of Development Planning and Environment, in coordination with the Ministry of Rural Development and Lands—must provide biannual reports to the Plurinational Legislative Assembly. These updates must include both oral and written documentation detailing the use, destination, and execution of the loan funds.

Targeting Vulnerability in Small-Scale Farming

The primary goal of the Agrosustentar program is to improve the adaptive capacity of small-scale farmers, particularly those residing in municipalities characterized by high poverty rates and significant climate vulnerability. By integrating sustainable farming techniques, the government aims to strengthen local food security.

The approval of this €21.12 million credit follows the approval of three credits for more than $us 564 million by the Chamber of Deputies’ Committee.

Senate Review and Disbursement Requirements

Following the approval of the project in both general and detailed stages, the president of the Chamber of Deputies, Roberto Castro, confirmed that the bill has been formally remitted to the Chamber of Senators. The Senate must now conduct its own review of the financing agreement.
