Coastal flooding risks are increasing across major United States urban centers as rising global temperatures and more frequent heavy downpours strain municipal infrastructure, according to a peer-reviewed study published in the journal Science Advances.

The study identifies New York City alongside seven other coastal cities facing high flood risks: Norfolk, Virginia; Charleston, South Carolina; Jacksonville, Florida; Miami, Florida; Mobile, Alabama; New Orleans, Louisiana; and Houston, Texas. Among these eight municipalities, New York City carries the largest population at risk, threatening approximately 4.75 million people with general flood damage and 4.40 million with extreme flood damage, according to the research data. Meanwhile, New Orleans faces the highest relative exposure, with roughly 99 percent of the city under flood risk.

Researchers project that sea levels along United States coastlines will rise by 0.25 to 0.3 meters by 2050, compounding the threat of severe flooding in major coastal hubs. Along the U.S. Gulf and Atlantic coasts, approximately 30 percent of counties currently sit at high flood risk, characterized by low resilience and high social vulnerability, according to the findings.

Infrastructure and Climate Variables Driving Urban Floods

Severe weather events like water seeping through closed doors and failing storm drains are occurring more frequently because local precipitation patterns are shifting. The New York Department of Environmental Conservation notes that increased precipitation through more frequent and intense rain events is impacting New York by increasing flooding throughout many parts of the state.

Beyond sea-level rise, the high vulnerability of these coastal cities stems from specific local variables, including elevation, drainage density, population density, precipitation amounts, building height, and distance from rivers and the coast, according to the Science Advances study. Densely developed urban areas with low-lying terrain and high drainage density face the greatest coastal flood threats.

Climate mechanisms directly amplify these hazards by altering atmospheric moisture and soil absorption capacity. The Environmental Defense Fund explains that every 1-degree Fahrenheit rise in temperature allows the air to hold about 4 percent more water vapor. Because average surface temperatures were more than 2 degrees Fahrenheit warmer in 2020 than a century prior, the atmosphere now carries nearly 9 percent more moisture. Furthermore, researchers expect hot, wet conditions to become more common in the future, with heatwaves drying out soil prior to heavy rainstorms and sharply reducing the ground’s ability to absorb water.

Historical Costs and National Economic Impact

Flooding remains one of the costliest natural disasters in the United States, generating billions of dollars in structural and agricultural damages. Data from the Emergency Events Database cited in the study shows that between 1900 and 2021, flooding caused 7 million deaths, affected 38 million people, and inflicted $1.3 trillion in damages.

NASA data indicates that between 1980 and 2024, flooding cost the United States more than $200 billion, averaging $4.5 billion per flood event. Concurrently, a collaborative study by the U.S. Geological Survey and Vienna University reveals that floods have become more frequent and severe in the New England region since the 1940s.

Global population growth in hazard zones compounds these financial stakes. NASA research demonstrates that the number of people worldwide living in flood-prone areas increased by 20 percent to 24 percent since 2000, a rate ten times greater than previous models projected. In addition, the First Street Foundation projects a significant flood risk increase over the next 30 years for the Atlantic and Gulf coasts, alongside a large jump in risk for the northwestern United States.

Mitigation Strategies and Community Planning

Addressing escalating flood hazards requires a combination of transparent public data and upgraded municipal engineering. Because housing development continues in high-risk zones, the Environmental Defense Fund stresses the importance of making accurate, up-to-date flood-risk information widely available so residents can avoid vulnerable areas. The organization also advocates for increased government planning and funding dedicated to community recovery when disasters strike.

At the local level, residents in flood-prone neighborhoods continue to demand modernized infrastructure updates, specifically targeting drainage systems and stormwater management capabilities to handle the more intense downpours driven by changing climatic conditions.
