According to reports from Berlin, Washington, and Beijing, regulatory bodies are overhauling oversight mechanisms to monitor cross-border technology sharing more aggressively.

In Germany, the federal government faces mounting pressure to secure university research pipelines against foreign interference. According to a policy statement released on August 2, by Claudia Eckert, innovation adviser to the federal chancellor and president of Acatech, Germany must implement stricter security standards and pre-funding background checks for research tied to artificial intelligence, drone technology, and cybersecurity.

The push follows investigations into collaborative partnerships between German academic institutions and organizations in China. Eckert emphasized that tighter export controls and compliance monitoring are essential to protect domestic innovations in security research. Simultaneously, she criticized current procurement procedures within the Bundeswehr as inefficient, calling for streamlined yet secure regulatory frameworks to accelerate technological development.

United States Evaluates Foreign STEM Talent and Open-Weight AI Risks

In the United States, a White House report published on July 22, titled “Science: A New Golden Age,” flagged heavy reliance on foreign STEM graduates as a critical national security vulnerability. Data cited in the report shows that approximately half of all computer science and math doctoral candidates held temporary visas in 2024. Industry analysts expect these findings to drive stricter visa rules and heightened compliance mandates for research universities.

Washington is also debating the security implications of open-weight artificial intelligence models developed overseas. Pushing back against broad federal bans, a coalition of 25 technology companies—including Microsoft, Nvidia, Meta, and IBM—warned that sweeping restrictions would stifle innovation. Instead, the firms advocate for targeted oversight focused strictly on high-risk functions, alongside proposed legislation that would allow artificial intelligence laboratories to share threat intelligence without triggering antitrust investigations.

European Union Activates AI Office and Spain Boosts Dual-Use Infrastructure

The European Union advanced its regulatory agenda on August 2, when the newly established EU AI Office officially assumed enforcement responsibilities. This milestone marks the phased introduction of transparency mandates leading up to full enforcement under the EU AI Act in August 2026, with obligations for high-risk artificial intelligence systems scheduled for late 2027.

Meanwhile, national governments within the bloc are actively funding domestic capabilities. China Imposes Travel Restrictions to Protect Technology Security

Beijing is enacting strict exit controls to safeguard its technological base, introducing entry and exit regulations that take effect on September 15. Under the rules published by the State Council, authorities can bar citizens from leaving the country if their travel poses a threat to national technology security. Foreign nationals face entry or re-entry bans lasting from one to five years for submitting false information on visa applications. These measures follow the regulatory blocking of a high-profile, billion-dollar acquisition involving a prominent domestic artificial intelligence startup earlier in the year.

WHO Updates Framework for Dual-Use Research

International health authorities are similarly reinforcing oversight for high-consequence projects. The World Health Organization operates a Technical Advisory Group on the Governance of the Dual-Use Research of Concern, chaired by Filippa Lentzos. The 20-member group serves two-year terms to advise the organization on mitigating biological risks and managing research that carries both beneficial and hazardous applications, operating under a foundational framework established in 2022.
