Colombia’s President De la Espriella Announces Austerity and Investment Plan

Colombia faces a fiscal deficit equivalent to the 6.4 % of the PIB in 2025 alongside a public debt reaching 1.167 billones de pesos, or approximately 373.850 millones de dólares, according to official economic data. The financial figures represent the 60.5 % of the PIB at the close of the first semester, setting an immediate challenge for the incoming administration as it takes power.

Economic Austerity and Fiscal Policy Overhaul

President Abelardo de la Espriella announced an economic plan centered on fiscal austerity, foreign investment attraction, and natural resource exploitation during his inaugural address at a military base in Cali. According to De la Espriella, the strategy aims to restore national financial confidence and position Colombia as a secure and profitable destination for global investors. The administration intends to recover economic growth, production, export volume, and employment generation after spending expanded under former President Gustavo Petro.

“Ninguna economía prospera cuando el Estado gasta sin control, desalienta la inversión, pierde el respeto por el dinero de los contribuyentes y compromete irresponsablemente el futuro de las nuevas generaciones,” De la Espriella stated during his speech.

The president emphasized that austerity measures will not target vulnerable populations. Social programs supporting these groups will remain protected. To implement structural changes, the government plans to reform the tax system to simplify compliance, combat evasion, and encourage business investment and production. As part of this overhaul, De la Espriella confirmed the elimination of the wealth tax, arguing that the country must stop penalizing individuals who invest and generate capital locally.

Ecopetrol Restoration and Fracking Authorization

Reviving state-owned oil company Ecopetrol constitutes a primary objective for the new administration, which views natural resource development as a matter of energy sovereignty. According to De la Espriella, the company’s profits fell from 32 billones de pesos, roughly 10.136 millones de dólares, in 2022 to 9 billones, approximately 500 millones de dólares, during the previous year. The decline negatively impacted Colombian citizens holding direct investments in the firm.

To rebuild national energy reserves, the government will authorize responsible and sustainable hydraulic fracturing, known as fracking, subject to technical evaluations. De la Espriella defended the policy by asserting that no nation can achieve future prosperity while deliberately refusing to utilize resources located within its territory.

Monetary Independence and International Relations

The administration committed to preserving the operational independence of the Central Bank of Colombia, known as the Banco de la República. De la Espriella noted that his economic team holds a direct mandate to restore the international prestige of Colombia within global financial markets.
