Josh Shapiro made a cameo appearance in Philadelphia rapper Meek Mill’s new music video for “Nightmares to Dreams,” according to state officials and reporting by the Philadelphia Inquirer. Shot prior to Meek Mill taking the stage at the One Philly: Unity Concert for America in Philadelphia on July 4, the video includes a clip of the musician and Shapiro hugging and conversing.
Criminal Justice Reform Connection
The governor’s appearance in the video highlights a nearly decade-long relationship between Shapiro and Meek Mill, whose legal name is Robert Rihmeek Williams, centered primarily on criminal justice reform. Meek Mill spent years on probation following a 2008 drug and gun case, facing travel and work restrictions that persisted throughout his growing music career. He received a sentence of two to four years in prison in 2017 due to probation violations, which brought widespread attention to Pennsylvania’s probation system.
At the time, Shapiro served as the state attorney general. His participation in the wider reform campaign began when Michael Rubin, the founder of Fanatics, urged him to take a look at the rapper’s legal situation. Meek Mill was released from prison on bail in 2018 and subsequently helped establish the Reform Alliance, an organization that advocates for changes to probation and parole laws.
Legislative Impact and Act 44
Those advocacy efforts eventually contributed to Act 44, a probation reform package signed into law by Shapiro in December 2023. The legislation establishes pathways for certain Pennsylvanians to end probation early and limits incarceration for specific technical probation violations. Shapiro has acknowledged that he initially was not a fan of Meek Mill’s music but developed a greater appreciation after the rapper explained the personal experiences behind his lyrics.
