Thailand and Myanmar Sign Agreement to Combat Transboundary River Pollution

Thailand and Myanmar signed a formal agreement on August 6–7 to establish a Joint Working Group on Water Quality Management in Border and Transboundary Rivers, aiming to tackle severe toxic contamination affecting northern Thailand’s waterways. According to reports from the Bangkok Post and Mizzima, the deal follows mounting pressure from local communities and civil society networks demanding bilateral action against upstream mining pollution originating across the border.

The Terms of Agreement and Bilateral Framework

The Terms of Reference (TOR) were finalized during an official visit by Myanmar’s President, Senior General Min Aung Hlaing, to Thailand. According to ministry reporting, the document was signed by Dr. Raweewan Bhurideti, Permanent Secretary of Thailand’s Ministry of Natural Resources and Environment (Monre), and Mr. Hla Maung Thein, Permanent Secretary of Myanmar’s Ministry of Natural Resources and Environmental Conservation. The signing ceremony was witnessed by Senior General Min Aung Hlaing and Thai Prime Minister Anutin Charnvirakul. The newly formed cooperative mechanism will remain in effect for three years. Under the framework, both governments intend to monitor and track water quality, exchange technical data, and build coordinated measures for border river management. According to Monre statements, the structure is designed to facilitate prompt prevention and remediation while minimizing environmental impacts on border communities. Thailand is scheduled to host the inaugural meeting of the Joint Working Group.

Root Causes and Public Skepticism

Despite the official pact, critics and local environmental networks argue that the agreement falls short of addressing the underlying drivers of the crisis. According to reporting from regional outlets, communities in northern Thailand have repeatedly marched to defend waterways like the Kok River from intensive upstream mining pollution in Myanmar’s Shan State, which residents and activists describe as an environmental catastrophe for the region. Civil society groups contend that the newly signed TOR lacks adequate provisions for public transparency, independent oversight, and community participation. Activists maintain that accountability mechanisms remain weak, leaving local populations vulnerable to ongoing toxic runoff without guaranteed access to comprehensive environmental data.

Government Positions and Implementation Plans

Thai Minister of Natural Resources and Environment Suchart Chomklin defended the agreement, stating that it offers a constructive opportunity to strengthen bilateral environmental cooperation and build public confidence. Prime Minister Anutin Charnvirakul noted that during bilateral discussions, Myanmar’s leadership expressed readiness to cooperate across multiple areas, including transboundary haze, narcotics suppression, and border security. According to the Thai government, Myanmar requested that future water quality standards and measurement parameters be tailored to actual local impacts and geographic conditions rather than relying exclusively on international standards. Thailand has agreed to coordinate on establishing these localized pollution thresholds as the joint committees begin their departmental-level implementation.
