Cleveland’s historic West Side Market is moving forward with a $49.5 million overhaul slated to begin construction in summer 2025, according to plans managed by the Cleveland Public Market Corporation. The comprehensive capital project aims to modernize the century-old facility, backed by a blend of public tax exemptions, municipal funding, and private philanthropic grants.

Port of Cleveland Financing and Tax Exemptions

To keep the extensive infrastructure updates within budget, the Port of Cleveland approved support in March for the $49.5 million raised by the Cleveland Public Market Corporation (CPMC), according to The Land. This backing grants exemptions from state and local sales taxes on construction materials. Patrick Evans, director of marketing at CPMC, noted that avoiding sales tax is critical to preventing the project from exceeding its $50 million cap.

The funding package relies on a combination of federal and state tax credits, grants, and donations. The City of Cleveland contributed $20 million toward the master plan improvements, while the KeyBank Foundation provided a $1.5 million donation, as reported by The Land.

Infrastructure Overhauls and East Arcade Renovations

Opened in 1912, the market is transitioning under a nonprofit management model established in 2023, while the City of Cleveland retains ownership of the real estate and facilities. CPMC is executing a two-phase master plan designed to upgrade operations and facilities. The Phase 2 strategy targets significant structural improvements, including digging out the entire 29,500-square-foot basement to overhaul infrastructure systems.

Renovations will also transform the east arcade—the mostly vacant produce hall situated between the parking lot and the main market building—into the KeyBank East Arcade. Scheduled to reopen in fall 2025, the renovated hall will house 24 produce vendor stalls equipped with modern heating, ventilation, and air conditioning systems, along with electrical and water connections. These upgrades allow vendors to utilize refrigerated cases, improving food preservation and customer experience.

On-Site Production and Operational Sustainability

The capital project addresses long-standing operational inefficiencies by introducing a commercial kitchen on site. Currently, vendors such as bakeries must prepare items off-site and transport them to the market for sale. The new kitchen facilities will allow vendors to conduct production on-site, lowering overhead costs and supporting long-term business sustainability.
