HCMC Implements KPI Software to Evaluate Public Official Performance

Ho Chi Minh City has deployed a new software platform to track municipal tasks and evaluate government employees using key performance indicators, according to local party leadership. The digital rollout aims to increase bureaucratic transparency, accountability, and verifiable work outputs across the city’s political system.

### Software Deployment and Employee Evaluation

According to official briefings from Ho Chi Minh City Party Committee officials, all 253 units—representing a 100% completion rate—successfully uploaded their work product catalogs into the evaluation software by August 14. The platform currently supports approximately 18,000 users across local agencies and departments.

Pham Thanh Kien, head of the Ho Chi Minh City Party Committee’s Organizing Department, stated during a recent implementation conference that the department will continue collaborating with relevant units to refine the software. The tool tracks task implementation progress and assesses civil servants based on quantifiable performance metrics.

### Implementation Requirements and Deadlines

Van Thi Bach Tuyet, deputy secretary of the Ho Chi Minh City Party Committee, instructed local authorities to thoroughly review and update organizational objectives within the software. Key municipal tasks—including public investment disbursement, land clearance, and budget revenue collection—must be translated into quarterly targets to drive staff evaluations.

Additionally, Van Thi Bach Tuyet mandated that all workers across the city’s political system complete the popular education program during the third quarter. Completion of this program will factor directly into individual employee performance metrics.

### Management Transformation and Reporting Reform

Le Quoc Phong, permanent deputy secretary of the Ho Chi Minh City Party Committee, emphasized during the conference’s closing remarks that the initiative marks the first time Ho Chi Minh City implements the monitoring of progress, results of task implementation and the evaluation of cadres on the basis of key performance indicators (KPI) via software.

“This must be seen as a condition for a transformation complete of the way of thinking, management methods, and working styles,” Le Quoc Phong stated, adding that personnel outputs must be strictly quantified to meet current administrative demands.

Le Quoc Phong directed the Organizing Department to finalize Guidance Document 06 by August 20, establishing formal rules for evaluating and classifying personnel for the third quarter. Furthermore, the Party Standing Committee announced a systematic reduction in written reports starting in the fourth quarter. Municipal agencies must transition to pulling data directly from the software system, compelling departments to maintain accurate, real-time digital records for administrative oversight.
