The coalition is spearheaded by four lead states: California, Colorado, New Jersey, and Kentucky. Prosecutors argue that the company intentionally engineered its applications to exploit young minds, hiding internal safety research from the public.

According to court statements cited by Corriere della Sera, Megan O’Neill, deputy attorney general for California, stated in court that Meta’s business model relied on hooking users, keeping them engaged for as long as possible, harvesting their data, and concealing the truth from the public. Furthermore, the states allege widespread violations of the federal Children’s Online Privacy Protection Act (COPPA) through the unauthorized collection of data from minors without parental consent.

Financial Exposure and Structural Demands

Meta faces staggering theoretical penalties that could reach up to $1.400 billion, an amount equivalent to the company’s total market capitalization, as outlined by legal representatives and reported by TGcom24. Beyond monetary damages, the plaintiff states are pushing for radical, structural changes to Facebook and Instagram. Meta’s Defense and Response

Meta has firmly rejected the allegations, releasing an official statement characterizing the lawsuits as limited, unfounded, and economically disproportionate. According to the company’s press statements, the state attorneys general have failed to provide concrete evidence that users were systematically deceived.
