Latvia’s Three Largest Ports Launch Unified Digital Platform

A Unified Technological Foundation for Baltic Ports

The completed project links the Freeport of Riga Authority, the Freeport of Ventspils Authority, and the Liepāja Special Economic Zone Authority into a single technological ecosystem. According to port disclosures, developing a joint platform allowed the three entities to avoid building separate parallel systems, thereby curbing ongoing maintenance costs and ensuring efficient use of public funds.

The initiative introduces a comprehensive Port and Multimodal Logistics Services Platform designed to accelerate information flow for ship agents, shipping lines, terminals, and service providers. Users can access real-time data regarding vessel calls, berths, port services, permits, passes, contracts, and payments through a centralized interface that also features live vessel tracking and interactive digital maps.

Streamlining Operations for Authorities and Border Control

For port Vessel Traffic Services (VTS), the digital overhaul delivers a unified overview of vessel movements and port operations. According to project documentation, this centralization reduces the volume of manually processed information and improves coordination between port services, pilots, tugboat operators, and ship agents.

Concurrently, the State Border Guard gains access to real-time overviews of vessel movements and port-issued permits. The shared environment integrates the Port Community System (PCS), the Port Information System (OIS), geographic information solutions, access control systems, and data analytics tools.

System Integration Across Latvian Transport Networks

The platform relies on a specialized data exchange solution to ensure seamless integration with external national infrastructure. According to project records, the system connects directly with the Latvian Maritime Administration, the state joint-stock company “Latvijas dzelzceļš,” the Ministry of Transport, the Coast Guard, the State Border Guard, and SIA “Koksnes plūsmas datu centrs.”

The infrastructure adopts an “enter once, use everywhere” principle designed to support future digitization of cargo planning and logistics processes. Port authorities expect the ecosystem to enhance customer service capabilities and boost the competitive standing of Latvian ports within international transport and logistics corridors.
