Greece and Israel to Sign Record $3.6 Billion ‘Achilles Shield’ Defense Deal

Greece has approved the purchase of a multi-layer air defense system worth up to €3.5 billion, or roughly $4 billion, from Israel alongside various drones and Embraer’s C-390 military transport aircraft, according to Greek Defense Minister Nikos Dendias. The country’s security council, KYSEA, greenlit the procurement contracts on Thursday, positioning the joint missile defense network—dubbed “Achilles Shield”—to counter regional threats and modernize the nation’s military infrastructure.

Structure and Components of Achilles Shield

The Achilles Shield program combines three distinct Israeli-developed systems designed to handle varied airborne threats, according to defense reporting from Tel Aviv. The network integrates with Greece’s existing U.S.-built Patriot batteries and other tactical sensors rather than operating in isolation.

Rafael’s David’s Sling system—specifically utilizing the SkyCeptor configuration—forms the higher-tier missile defense capability to intercept ballistic and advanced missile threats, according to defense industry disclosures. Israel Aerospace Industries supplies the Barak MX system to replace older Hawk air-defense assets, while Rafael’s SPYDER system covers shorter ranges to replace aging Russian-origin Osa-AK and Tor-M1 equipment.

Command Architecture and Industrial Participation

Greek officials secured specific concessions regarding command-and-control software and manufacturing participation before moving forward with the agreements. Defense Minister Nikos Dendias stated that Greece required access to the source code to retain the ability to intervene in the system’s architecture and software development.

The program involves 12 Greek defense companies, with domestic industrial work exceeding €700 million, which accounts for roughly 25% of the total project value. According to official statements, local firms will handle manufacturing, integration, and support roles.

Implementation Timeline and Additional Procurements

The complete Achilles Shield network will become operational within 35 months from the date of agreement, with equipment deliveries occurring in stages, according to Dendias. Negotiations for the project spanned approximately three years.

Alongside the primary air defense network, the KYSEA security council approved several supplementary military purchases. These additional contracts cover three Embraer C-390 military transport aircraft, 10 British-built VICTA mini-submarines for special operations, U.S. V-BAT unmanned aerial vehicles, and Heron unmanned aerial vehicles from Israel.
