House Speaker Mike Johnson, R-La., told reporters ahead of the vote that the chamber is working to complete the full-year appropriations process while avoiding a funding lapse. The Senate previously passed the identical stopgap measure in a 90-6 vote back in July before leaving for its summer recess.

House Appropriations Committee Chairman Tom Cole, R-Okla., noted that the fiscal year deadline is outpacing remaining legislative work, adding that the resolution ensures constituents will maintain access to necessary services through the November elections. House Democratic Caucus Chairman Pete Aguilar, D-Calif., stated that the updated version secured broad bipartisan support, contrasting with earlier iterations that faced steep Democratic opposition.

House Appropriations Committee Ranking Member Rosa DeLauro, D-Conn., described the stopgap bill as a marked improvement over an earlier version that would have funded the government only through December 4 without the OMB rule restriction. However, DeLauro emphasized that the continuing resolution remains a temporary bridge rather than a substitute for the complete annual funding process.
