The Oregon Health Authority dedicated $5 million from House Bill 5024, passed in 2021, to finance the Mountain View project. According to the Oregon Health Authority, this investment forms part of a broader state initiative to create 172 new secure residential treatment facility beds across Oregon. First Lady Aimee Kotek Wilson spoke at the opening event on September 3, 2026, noting that the project represents years of planning, designing, licensing, and preparation to build a therapeutic home for those requiring higher levels of support.
The broader state continuum of care is expanding significantly. According to the Oregon Health Authority, Oregon is adding 1,660 licensed residential treatment beds, representing a more than 45% increase in capacity. Of that total, 1,067 beds are already open and serving residents, while 593 additional beds are scheduled to open within the next two and a half years. The state served as the primary investor in 960 of these newly developed beds.
Referral Pathways and Treatment Goals
Residents at Mountain View will primarily arrive via referrals from hospital partners, including Oregon State Hospital, according to the Oregon Health Authority. Christa Jones, Psy.D., behavioral health deputy director for the Oregon Health Authority, stated that expanding secure residential treatment capacity is essential for building a behavioral health system that supports individuals at every step of recovery. The program aims to provide stability, daily support, and clinical treatment while helping residents build practical skills for better health and greater independence.

The facility’s launch is a collaborative effort involving Multnomah County, the Oregon Health Authority, and Cascadia Health. Cascadia Health operates as the largest community-based behavioral health and substance use treatment services organization in Oregon, functioning as both a Certified Community Behavioral Health Center and a Federally Qualified Health Center.
