Global tech giants are dispatching on-site engineers to South Korea’s manufacturing sector to capture proprietary industrial data, prompting lawmakers and industry experts to push for a national “Korea-Type Forward Deployed Engineer” (K-FDE) framework to protect local data sovereignty, according to economic reporting from Just Economix.
The Expansion of Forward Deployed Engineers into Smart Factories
The practice of deploying specialized software engineers directly onto factory floors originated in the defense and intelligence sectors before expanding into commercial enterprises, most notably through American data analytics firm Palantir Technologies. Unlike traditional software developers who work remotely on generalized solutions, forward deployed engineers embed themselves within client facilities—ranging from mines to industrial plants—to analyze unstructured data and build custom decision-making pipelines on-site.
According to Just Economix, tech conglomerates like Google Cloud have begun actively recruiting for generative AI forward deployed engineering roles based in Seoul. By placing engineers directly inside South Korean manufacturing hubs—such as semiconductor fabrication plants, battery cell lines, and shipyards—these technology platforms aim to integrate local industrial processes directly into their proprietary cloud and large language model ecosystems.
Data Sovereignty and the Risk of Software Lock-In
South Korea’s advanced manufacturing sectors, including facilities operated by Samsung Electronics, SK Hynix, Hyundai Motor, LG Energy Solution, and HD Hyundai, generate massive streams of real-time operational data. Much of this expertise relies on “tacit knowledge”—the unrecorded, decades-long insights possessed by veteran technicians who can diagnose equipment faults by sound or visual cues alone.
Domestic heavy industries have increasingly partnered with overseas analytics firms to modernize production. For instance, HD Hyundai initiated a smart shipyard project with Palantir in 2022, while LG CNS established a strategic partnership for artificial intelligence transformation initiatives. However, industry analysts note that while these partnerships improve immediate production efficiency, the underlying optimization algorithms and data-cleaning methods risk becoming permanently integrated into foreign software platforms. This dynamic creates a “software lock-in” effect where clients cannot easily switch providers without losing their accumulated operational infrastructure.
Legislative Push for the K-FDE Framework
In response to these competitive pressures, South Korean lawmakers and academic experts convened a policy seminar at the National Assembly Members’ Office Building to introduce the Korea-Type Forward Deployed Engineer (K-FDE) initiative, as reported by Just Economix.
Representative Lim Moon-young of the Democratic Party of Korea introduced an amendment to the Industrial Digital Transformation and AI Utilization Promotion Act. The proposed legislation seeks to adapt the FDE model into a public policy tool that places young artificial intelligence specialists into small and medium-sized manufacturing firms. These specialists would work alongside veteran technicians to digitize industrial knowledge rather than allowing foreign platforms to absorb local domain expertise.
The proposed K-FDE model aims to bridge the generational divide by pairing younger technology talent with experienced industrial workers over long-term deployments, ensuring that institutional knowledge remains within domestic industries.
Government Budget and Cross-Ministry Coordination
Government ministries are actively aligning budgets and programs to support domestic manufacturing intelligence. The Ministry of Trade, Industry and Energy allocated approximately 290 billion KRW in its upcoming budget to digitize manufacturing tacit knowledge and apply artificial intelligence solutions across roughly 90 industrial sites, according to Industrial AI Policy Division Head Kwon Soon-mok as cited by Just Economix.
Additionally, the Ministry of Employment and Labor plans to deploy hundreds of young artificial intelligence coaches to small businesses struggling to utilize smart equipment.
