Google and the Tata Consultancy Services (TCS) are planning to implement advanced air-cooling and liquid-cooling technologies for their massive 1-gigawatt data center developments in Visakhapatnam, India, according to project disclosures and local reporting. The infrastructure push aims to manage extreme server heat loads while addressing severe municipal water scarcity concerns raised by local environmental groups and residents.

Cooling Infrastructure and Thermal Management

Cooling modern high-density server racks requires massive thermal dissipation, which traditionally forces hyper-scale facilities to consume millions of liters of water daily for evaporative cooling towers. According to Green Visakha founder Raja Rama Mohan Roy, Visakhapatnam receives 410 million liters of water daily from its reservoirs and rivers against an actual requirement of 480 million liters, leaving water rationing as a routine reality for the city’s 2.5 million residents. Google informed Reuters that the initiative will adopt advanced air cooling in order to safeguard essential local water supplies and ease pressure on municipal utilities. Additionally, the Andhra Pradesh state government stated that no water designated for rural or residential purposes will be diverted to feed the data centers.

Legal Hurdles and Environmental Proximity

The facility footprint faces scrutiny across multiple legal and ecological fronts. A public interest litigation brought before the Andhra Pradesh High Court by the activist organization Jal Biradari contends that the building work will jeopardize water supply by imposing a burden on an adjacent reservoir. Furthermore, three additional cases were filed at India’s environmental court by the Human Rights Forum, demanding a halt to construction over claims that the state cleared the project without adequately assessing the impact on rural drinking-water schemes. Activists have also raised alarms regarding noise pollution and habitat disruption because the site sits approximately 860 meters from the Kambalakonda Wildlife Sanctuary, a protected area that is home to leopards and pangolins. In response, the state government maintained that the site is situated farther away than mandated by law, while Google stated it will implement sound-dampening measures to ensure the facility operates as a quiet neighbor.

Global Resistance to Hyper-Scale Expansion

The friction in Andhra Pradesh reflects a wider global reckoning over the physical footprint of artificial intelligence and cloud computing. Rapid data center buildouts face increasing resistance worldwide over surging electricity and water consumption. Demonstrating shared concerns about the depletion of local resources as tech companies expand their computing hardware for artificial intelligence operations, adversaries staged 142 rallies across 42 American states during the month of July. Data center opposition thus spans multiple continents.
