California Is Changing Its License Plate Sequence for the First Time in 46 Years

California is rolling out a brand-new standard license plate sequence for passenger and commercial vehicles, marking the first time the state has changed its core numbering format in 46 years. According to the California Department of Motor Vehicles, the state officially exhausted all available combinations under its previous configuration, forcing a shift to an inverted alphanumeric pattern that is expected to sustain vehicle registrations for the next four decades.

Why California Changed Its License Plate Sequence

Since 1980, standard California license plates followed a strict formula consisting of one number, three letters, and three numbers. According to Ronald Ongtoaboc, a spokesperson for the California Department of Motor Vehicles, the long-standing 9-series configuration began with 1AAA000 in 1980 and officially ended with the production of the final 9ZZZ999 plate.

To solve the shortage, the state inverted the formula. New standard plates now feature three numbers, followed by three letters and one concluding number, producing sequences that resemble 000AAA0. Each new configuration yields more than 100 million unique combinations. Based on historical registration data tracked by the DMV, this new format is projected to last approximately 40 years before the state needs another overhaul.

Current Rollout and What L.A. Drivers Can Expect

Lisense plates featuring the new 000AAA0 format have already entered production and started appearing on vehicles across Los Angeles and the rest of the state. However, motorists should not expect an immediate or uniform swap on the road. According to the DMV, more than 110,000 plates utilizing the older 0AAA000 format remain in storage across various department and auto club offices throughout California and must be issued first.

Because older format plates are still actively distributed from inventory, officials note that the transition happens gradually without a formal public launch event. The new sequence applies to standard passenger vehicles, commercial motor vehicles, motorcycles, permanent trailers, trailer coaches, and park trailers registered throughout the state. Personalized vanity plates remain unaffected by the change and continue to follow custom formatting rules.

How and Where California License Plates Are Manufactured

Every standard license plate issued by the state is manufactured inside a specialized facility at Folsom State Prison. Through an ongoing partnership between the DMV and the California Correctional Training and Rehabilitation Authority, more than 100 incarcerated individuals work daily in the upper yard factory to stamp and finish the state’s plates.

Manufacturing methods have evolved significantly since California issued its earliest registrations. While early state plates were constructed from heavy steel, modern license plates are stamped from durable aluminum sheets coated with reflective sheeting to ensure high visibility on highways and during nighttime driving.
