The event is a collaborative effort between the City of Riga, Riga Technical University, the University of Latvia, and the innovation movement VEFRESH. The central theme centers on identifying the concrete conditions required to make urban innovation function effectively in real-world municipal environments.
Baltic Capital Leadership and Governance Models
A central panel discussion at the conference features executive leaders from all three Baltic capitals: Riga City Executive Director Jānis Lange, Tallinn City Secretary Prīts Lello, and Vilnius City Municipal Administration Director Adoms Bužinskas. They are joined by former Tampere City Executive Director Teppo Rantanen to discuss urban transformation, governance models, and scaling innovation.
According to Jānis Lange, technological adoption serves a direct competitive purpose for the city. “Riga competes with other European cities for residents, businesses, investments and talent, and our closest competitors are also the neighboring capitals Vilnius and Tallinn,” Lange states, emphasizing that smart solutions must improve daily life and strengthen the city’s regional position rather than remain isolated pilot projects.
