Argentine federal deputy Juan Fernando Brügge delivered a masterclass on tax revenue sharing and local government financing to students in San Miguel de Tucumán, according to municipal communications. The lecture focused on the structural challenges municipal and provincial administrations face under current national economic centralization.

Brügge addressed the first cohort of the School of Leadership and Political Communication (ELCOP), a training program organized by the Municipality of San Miguel de Tucumán alongside the Universidad del Norte Santo Tomás de Aquino (UNSTA), as reported by Comunicación SMT. The initiative trains approximately 80 participants enrolled in the Diploma in Governance and Political Communication.

Federal Resource Distribution and Local Challenges

During his lecture at the university’s 9 de Julio street campus, Brügge analyzed the mechanics of Argentina’s federal tax coparticipation scheme. According to municipal officials, the discussion emphasized the widening gap between the rising demands placed on local governments and the centralized control of state resources.

Camila Giuliano, the capital city’s secretary of government, attended the session and noted that local administrations struggle to fund daily operations under the current fiscal model. Giuliano stated that Brügge’s expertise in municipal law helps students critically evaluate competencies across national, provincial, and municipal jurisdictions.

“Public management is not for amateurs given all the current challenges,” Brügge said, emphasizing the necessity of formal academic preparation for future public administrators.

Digital Addictions and Comparative Legislation

Alongside fiscal federalism, the curriculum expanded into contemporary legal issues affecting minors. The masterclass covered the growing problem of addictions linked to virtual environments among children and adolescents.

According to the municipal report, the discussion examined a legal settlement involving Meta in the United States following lawsuits initiated by various state governments. Students and the speaker contrasted those foreign judicial actions with existing legislative frameworks in Argentina.

The academic lecture formed part of a broader working visit by Brügge to San Miguel de Tucumán. On Thursday, September 17, coinciding with Professor’s Day, the national lawmaker met with Mayor Rossana Chahla and her cabinet at the Municipal Palace.
