The system utilizes AI-powered cameras created by City Detect, which are mounted on municipal waste collection trucks to scan homes and buildings as routes are driven. According to a September 8 memo from the City of Dallas, the technology cost taxpayers $852,000 annually. Over a four-month period highlighted in city data, the cameras scanned 10,000 properties and flagged potential code violations at 21,000 total addresses. The system assigns “blight scores” to rate properties based on suspected issues, helping code compliance officials prioritize which addresses to inspect.

Citations and Courtesy Notices Issued to Homeowners

City Manager Kimberly Bizor Tolbert stated that Dallas has issued 57 citations across 34 properties for non-compliance following physical inspections by code officers. Additionally, the city has separately sent “courtesy notices” to 3,700 property owners alerting them to detected violations. Jeremy Reed, Assistant Director of Dallas Code Compliance, noted that the department has opened about 300 additional enforcement cases where priority dictated a prompt response from a code officer.

Resident Confusion and Privacy Concerns

The automated notices have generated confusion among residents. Oak Cliff homeowner Sarrah Morrison received a notice featuring an AI-generated photo of her home, which accused her property of having litter and a roof not in operating condition. Morrison stated the wording made her believe a citation would soon follow, prompting her to clean her yard in extreme heat despite a medical condition. After contacting the city, she discovered the system had flagged a permanent piece of metal flashing installed years ago as a temporary roof repair.

City Councilmember Chad West expressed concern that the automated enforcement could inadvertently function as a tax on the poor, noting that 70 percent of citations issued from camera findings stem from predominantly African American neighborhoods.
