The impromptu meeting took place as Zelensky traveled to New York for the United Nations General Assembly, with sources noting the pair spoke informally while their aircraft were being refueled. Both sources spoke on the condition of anonymity due to the sensitivity of diplomatic and intelligence matters.
The encounter in Ireland preceded a busy diplomatic week in New York, where Zelensky stated he expects to meet with US President Donald Trump. According to official reports, Russian drones targeted Ukraine’s southern city of Zaporizhzhia, striking apartment blocks, a shopping center, and a university site while wounding five people. The bombardment struck nine other Ukrainian regions, prompting Zelensky to state that Russia is showing no signs of backing down from its escalation.
Diplomatic Backdrop and Intelligence Contacts
Ratcliffe’s meeting with Zelensky occurred less than a month after the CIA chief traveled to Moscow to hold discussions with Russia’s top intelligence officials. While neither the CIA nor Ratcliffe publicly disclosed the contents of those meetings in Russia, one source familiar with the matter confirmed that Ratcliffe’s trip to Moscow centered on the war in Ukraine. According to prior reporting by The New York Times, Ratcliffe used that visit to deliver a bleak assessment of the conflict and urge Russian leadership to cut a deal before their position weakens.
As world leaders gathered in New York for the UN General Assembly, diplomatic progress remained stagnant more than four years after Russia invaded its neighbour. President Trump publicly criticized the conflict on social media, describing it as ridiculous and asserting that Moscow has unfortunately lost control of its diesel oil production due to long-range Ukrainian drone strikes against Russian refineries. Trump had previously urged Zelensky to halt the refinery strikes over concerns regarding global price spikes and supply shortages.
Intensified Aerial Warfare
The airport encounter in Shannon coincided with a massive escalation in drone warfare between Kyiv and Moscow. Ukraine launched a large-scale aerial barrage involving more than 1,000 drones targeting Russian territory over a weekend period that coincided with the third and last day of Russia’s parliamentary elections. The Russian Defence Ministry reported that air defense systems intercepted and downed 244 Ukrainian drones over Russian regions and the Black Sea.
Concurrently, the Russian military targeted Ukrainian logistics hubs, warehouses, and ports. Ukrainian air defense forces reported intercepting or suppressing 148 incoming Russian drones during the same wave of attacks.
