The figures, released by the Ministry of the Economy, have driven French Delegate Minister for Public Accounts Roland Lescure to demand immediate budgetary choices.

The warning follows a sovereign credit rating downgrade by Scope Ratings. It highlights compounding pressure on the eurozone’s second-largest economy.

Lescure Urges Action Before Financial Strangling

According to the Ministry of the Economy’s project budget for 2027, the debt-to-GDP trajectory is locked in.

“What I want, notably in the budget, is that we act now, I was going to say in responsibility, but still in liberty,” Lescure stated, as reported by SudOuest.fr. “We can make choices today to avoid being forced to act tomorrow.”

He insisted the government retains control over its financial standing. “We are not losing control of our public finances, so we are not in a spiral,” he said, before warning that policymakers must “avoid getting there.”

Compounding Costs and the Parliamentary Battle

Rising debt servicing costs are creating a compounding burden on the national treasury. Lescure laid out the stark fiscal reality.

“Every year, we pay more on our debts and it is progressively strangling us,” Lescure noted. “To loosen this vise, we must manage to make acceptable savings. And that is going to be the entire subject of the parliamentary debate” because “otherwise we risk effectively lacking air.”

Market Confidence and the 2026 Borrowing Program

Financial markets have shown mounting skepticism regarding French fiscal discipline ahead of the upcoming presidential election. Yet, state debt issuance continues to find buyers.

Lescure reported that a bond issuance completed on a Thursday secured a large portion of the state’s borrowing program for 2026.

“So we manage to borrow and lenders continue to lend to us,” Lescure explained.
