UK to Fight Russian Disinformation and Push Global AI Standards, Says Burnham

Prime Minister Andy Burnham used his first major international address at the United Nations General Assembly in New York City to announce a sweeping UK initiative against hostile state disinformation and artificial intelligence risks. Burnham revealed plans to establish a National Centre for Information Defence designed to protect democratic institutions from AI-enabled manipulation.

Combating Kremlin Information Warfare

During his address to the UN General Assembly, Burnham accused Russian agencies of deploying bots, fake websites, and falsified articles to destabilize Western democracies. The Kremlin allocates roughly £1.3 billion annually toward information manipulation. Burnham told world leaders that Russian operations have forged the branding of 28 British organizations, including the BBC and domestic universities.

The newly announced National Centre for Information Defence aims to counter these tactics by uniting intelligence agencies, government departments, law enforcement, and social media platforms. Burnham explicitly linked these digital threats to past interference, referencing the 2019 UK general election, which government assessments previously concluded Moscow sought to influence. Russian representatives listened from the assembly room floor without offering an immediate response.

Establishing Global Artificial Intelligence Standards

Beyond state-sponsored disinformation, Burnham warned that rapidly advancing artificial intelligence acts as a force multiplier for existing national security threats. The prime minister positioned the United Kingdom as an honest broker capable of bridging divides between the United States and the European Union on tech regulation.

Burnham highlighted the work of the UK’s AI Security Institute—originally established under Conservative Prime Minister Rishi Sunak—which evaluates frontier models before public deployment. To scale these safety measures globally, Burnham pledged to place artificial intelligence at the center of the UK’s G20 Presidency next year, when leaders from the world’s largest economies gather in Manchester.

International Cooperation and Regulatory Push

Since taking office in July, Burnham’s administration has emphasized the urgent need for cross-border collaboration to manage frontier AI risks while encouraging economic growth. The prime minister endorsed international frameworks requiring AI to remain under human control and mandating rigorous pre-release safety testing. This diplomatic push aligns with declarations supported by more than 20 nations, including Germany, Canada, and Ireland, aimed at establishing transparent global standards for safe AI development.
