The Samara Region government has officially established a mandatory pet registration system requiring dog owners to register their animals starting March 1, 2027, according to an administrative document published on the regional government website. The regional veterinary committee will oversee the enforcement of the new regulations, which aim to track animal populations, prevent disease, and reduce the number of stray pets.
Registration Rules and Deadlines for Dogs
Under the new regional regulations, dog owners must register their pets within 14 calendar days after the animal reaches three months of age. For dogs older than three months when the law takes effect, owners have a three-month window to complete the registration. While dog registration is compulsory, the registration of cats remains voluntary at the discretion of the owner.
The registration process, updates, and issuance of extracts are provided free of charge. To complete the registration, owners must submit an application, present an identity document, bring the animal, and provide a veterinary passport containing rabies vaccination records, along with their INN (tax identification number), SNILS (insurance number), and consent for personal data processing.
Mandatory Microchipping and Registry Requirements
Having an electronic microchip is a strict prerequisite for placing both dogs and cats on the regional registry. If a pet lacks a chip, the owner must pay for the purchase and installation of the microchip according to an approved price list at any veterinary organization offering the service before applying for registration.
During the procedure, a veterinary specialist photographs the animal, records its physical and historical details, and logs the microchip identification number into both the Federal State Information System in the Field of Veterinary Medicine and the local Samara Region accounting system. Recorded details include the animal’s species, birth date, gender, nickname, breed, color, microchip number, vaccination data, actual location, and facial photograph, alongside the owner’s personal contact details. Once finished, the registry extract is sent via email or handed out on paper.
Legal Grounds for Deregistration and Possession Limits
A pet will be removed from the regional registration database only under specific circumstances: the owner moving to another region, or the natural death, demise, or euthanasia of the animal. The Samara Provincial Duma previously adopted legislation establishing strict limits on the number of pets residents can keep in residential spaces and on land plots.
According to the regional law passed in June 2025, the number of pets kept in residential quarters cannot exceed two cats and either one dog taller than 30 centimeters at the withers or two dogs under 30 centimeters for every 12 square meters of floor space. On land plots, every 50 square meters may house no more than one dog over 30 centimeters tall or up to three dogs under 30 centimeters tall.
