Hai Phong police have detained eight suspects for allegedly using computer networks and telecommunications infrastructure to produce and distribute videos advertising illegal gambling tools on social media. Investigators launched criminal proceedings against the group following a coordinated operation between the Ministry of Public Security’s Criminal Police Department and local authorities in Hai Phong.

How the Hai Phong Gambling Device Ring Operated

The operation was allegedly masterminded by 39-year-old Pham Huy Tuyen, who recruited seven local residents to execute the plan. The suspects—identified as Pham Huy Tuyen (39), Pham Huy Thien (37), Vu Van Hieu (29), Pham Van Dong (29), Hoang Cong Tiep (28), Pham Duy Hai (27), Luong Van Thuin (35), and Pham Huy Thu (29)—staged and filmed dice and card games. According to police findings, the group embedded advertisements for cheating devices directly into the video footage, complete with contact information for potential buyers.

The manufactured clips were then uploaded to Facebook, where they marketed a variety of specialized gambling fraud equipment. The items for sale included contact lenses, cheating cards, card modification wallets, vibrating units, and bowls and plates equipped with chips. Investigators stated that the group’s primary objective was generating profits from the sale of these cheating tools.

Social Media Reach and Public Safety Impact

The scale of the group’s digital footprint expanded significantly across Facebook before police intervention. Authorities reported that the suspects published roughly 800 distinct videos, accumulating thousands of shares and user interactions. Several of the clips crossed the threshold of millions of views, generating widespread visibility online.

The Ministry of Public Security noted that the viral nature of the content fostered negative public opinion, disrupted social order and security, and damaged the reputation of various institutions and organizations. The widespread dissemination of videos promoting gambling exploitation prompted direct intervention from national criminal investigators.

Local authorities issued emergency arrest warrants and detention orders under charges related to the illegal dissemination or utilization of information over computer networks and telecommunications infrastructure. The Criminal Police Department continues to collaborate with Hai Phong police to secure evidence, preserve digital data, and examine additional records.

Investigators confirmed that the inquiry remains active as authorities trace the distribution network of the gambling equipment and evaluate further charges against any additional individuals linked to the manufacturing and supply chain.
