Indonesia’s parliament and central government officially agreed on the State Budget (APBN) for fiscal year 2027 on September 29, 2026. Designed to counter global economic uncertainty while accelerating national development, the fiscal plan features an expansive budget totaling Rp 4,106.3 trillion against projected revenues of Rp 3,435.1 trillion, leaving a controlled deficit of 2.4 percent of Gross Domestic Product (GDP).
Fiscal Architecture and Economic Strategy for 2027
During the Seventh Plenary Meeting of the DPR RI for the 2026–2027 legislative session, Minister of Finance Suahasil Nazara outlined the framework behind the 2027 fiscal posture. According to government disclosures, the architecture aims to balance external risks with aggressive domestic investments without compromising fiscal sustainability.
The state revenue target of Rp 3,435.1 trillion relies on tax optimization, non-tax state revenue (PNBP), and bureaucratic efficiency. Meanwhile, the expenditure target of Rp 4,106.3 trillion requires an innovative and measured financing strategy set at Rp 671.2 trillion. Government officials emphasize that these financial targets serve as operational guardrails to sustain long-term economic momentum.
Education Allocation and Social Protection Spending
Human capital development anchors the 2027 budget, headlined by an education allocation reaching Rp 824 trillion. This funding level supports core educational initiatives, including the Smart Indonesia Program (PIP), KIP Kuliah for higher education access, school and madrasah renovations, the development of Rakyat and Unggul Garuda schools, and talent development scholarships via the Indonesia Endowment Fund for Education (LPDP).
Complementing the education budget, the government designated Rp 539.7 trillion for social protection programs (Perlinsos). This funding sustains poverty alleviation efforts through established channels such as the Family Hope Program (PKH), staple food assistance, Sembako cards, and contributions for the National Health Insurance (JKN) scheme for low-income and vulnerable populations.
Food Security and Regional Infrastructure Funding
To bolster domestic supply chains, the 2027 state budget sets aside Rp 195.3 trillion for food security initiatives. The funding mechanism targets agricultural self-sufficiency while supporting programs designed to increase prosperity for farmers and fishermen nationwide.
Transfer to Regions funding rises to Rp 735 trillion. Ministry officials state that this increased regional transfer ensures that local administrative units have the financial capacity to execute development agendas and deliver public services uniformly across the archipelago, aligning national and regional budgets into a single operational unit.
Prioritized National Programs and Governance Enablers
The 2027 fiscal allocation funnels resources into eight Priority National Work Clusters (PKPN) spanning 60 distinct work programs. These core areas cover food sovereignty, energy and water independence, education, health, downstream industrialization, infrastructure, housing, disaster resilience, village development, and poverty reduction.
To support these sectors, enabler programs strengthen national defense, law enforcement, governance, digital acceleration, and economic diplomacy. Government leaders maintain that achieving these developmental goals depends entirely on maintaining a credible, healthy, and sustainable state budget.
