More than a million Singaporean households living in HDB flats will receive doubled utility rebates and up to one month of conservancy charge relief in October, the Ministry of Finance announced.
October Utility and Conservancy Rebates Breakdown
Eligible households will receive up to $190 in U-Save utility rebates in October, which is double the regular disbursement amount. In addition, residents will get up to one month’s worth of service and conservancy charges (S&CC) rebates during the same month, according to the Ministry of Finance.
The exact payout amounts vary by flat type:
- 1-Room and 2-Room Flats: $190 in U-Save rebates and one full month of S&CC rebates.
- 4-Room Flats: $150 in U-Save rebates—comprising $75 in regular rebates and an additional $75 bonus—along with half a month of S&CC rebates.
Both utility and S&CC rebates are credited automatically. Grid operator SP Services handles the utility credits, while town councils apply the conservancy offsets directly to accounts.
Total Support Package Through January 2027
The October payout forms part of a broader financial relief timeline running from April 2026 to January 2027. Over this period, eligible households will collect up to $760 in total U-Save rebates and up to 3.5 months of S&CC rebates.
The Government structured these disbursements to recur every three months—specifically in April, July, October, and January.
Eligibility Rules and Property Ownership Restrictions
Government criteria govern who qualifies for the financial assistance. To receive U-Save rebates, a flat must include at least one Singaporean owner or occupier if partially rented or owner-occupied, or at least one Singaporean tenant if rented out entirely.
Exclusions apply to specific property owners and tenure arrangements:
- Households where occupants own more than one property do not qualify for U-Save rebates.
- Flats lacking any Singaporean owner or occupier are ineligible for S&CC rebates.
- Properties where owners or essential occupiers hold interest in a private property are excluded from S&CC rebates.
- Flats rented out entirely do not qualify for S&CC relief.
