The Department of Transportation and the Office of the Executive Secretary inspected the North-South Commuter Railway extension project in Pampanga, where officials reported that Contract Package N-04 reached 87.34 percent overall progress as of August 2026. Executive Secretary Ralph Recto led the joint briefing alongside transport officials to review civil engineering works on the 6.5-kilometer railway section, which features the country’s first modern underground station at Clark International Airport.
Project Progress and Engineering Scope
Contract Package N-04 encompasses critical civil works, including an elevated viaduct, bridges, an underground tunnel leading directly to the airport station, and at-grade access to the main depot, according to Undersecretary for Railways Timothy John Batan. Batan stated during the inspection that Clark Station itself stands at 73.29 percent completion.
The wider infrastructure effort forms part of a 147-kilometer rail line designed to link Clark to Laguna across 35 stations. Transport officials highlighted that the alignment features an elevated terminal in Mabalacat, Pampanga, adjacent to SM City Clark, built to connect directly with an intermodal transport terminal for transfers between trains, buses, and other public vehicles.
Timelines for Partial and Full Operations
Transportation officials outlined operational targets for the multi-stage railway rollout. Batan confirmed that the first partial operations remain on track for the end of 2027, covering a 28-kilometer stretch across seven stations from Valenzuela to Malolos.
An additional 53-kilometer segment extending to Clark is scheduled to open in the second half of 2028. According to the Department of Transportation, one of the initial segments slated for completion connects Clark Station directly to Angeles City.
To support the corridor, the agency is procuring 51 eight-car trainsets alongside seven airport express trains capable of running at up to 160 kilometers per hour. Batan noted that these express services aim to connect Clark Airport to Makati non-stop in 55 minutes.
Economic Impact and Government Oversight
Executive Secretary Recto emphasized the railway’s strategic role as a logistics backbone for the Luzon Economic Corridor. Recto noted that the infrastructure is intended to support growing manufacturing capabilities and attract semiconductor companies looking to relocate to Clark and surrounding areas.
Addressing past implementation challenges, Recto assured that the administration is providing full financial backing under President Ferdinand Marcos Jr.’s directive to maintain construction momentum. Department of Transportation Secretary Giovanni Lopez stressed that inter-agency coordination with local government units remains essential to resolving site challenges and keeping construction unhindered.
