Age Assurance Tools for Developers: Navigating New Regulations

Developers are facing a growing wave of legislation aimed at protecting children online, requiring robust age assurance mechanisms. New and evolving laws in the U.S., Brazil, Australia, Singapore, and beyond are creating a complex compliance landscape. This article details the tools and updates available from Apple to help developers meet these obligations, focusing on the Declared Age Range API and related features.

The Expanding Legal Landscape of Age Assurance

Age assurance – verifying a user’s age – is no longer a best practice but increasingly a legal requirement. Regulations like the Children’s Online Privacy Protection Act (COPPA) in the U.S. have long mandated parental consent for collecting data from children under 13. Although, new laws are broadening the scope and introducing stricter requirements.

Several states are enacting legislation focused on digital child protection. Utah’s Social Media Regulation Act and Louisiana’s are prime examples, requiring age verification for social media platforms and impacting how developers handle user data. Brazil, Australia, and Singapore are also implementing stricter rules, particularly for apps rated 18+.

Apple’s Declared Age Range API: A Key Tool for Compliance

Apple is providing developers with several tools to assist in meeting these evolving age assurance obligations. Central to this is the Declared Age Range API, available on iOS, iPadOS, and macOS. This API allows developers to request a user’s age category, with consent, and receive signals about age-related regulatory requirements.

Key features of the Declared Age Range API include:

  • Age Category Retrieval: Obtain a user’s age category (e.g., under 13, 13-17, 18+) with explicit user or guardian consent.
  • Age Assurance Method Signal: Receive information about the method used to determine the user’s age.
  • Regulatory Requirement Signals: Determine if age-related regulations apply to the user based on their location and age.
  • Significant Update Permissions: For users in Utah and Louisiana, the API can signal whether parental permission is required for significant app updates.

The Declared Age Range API is currently available in beta for testing, allowing developers to integrate and refine their age assurance processes before the enforcement dates.

Regional Regulations and Implementation Timelines

  • Brazil: The Declared Age Range API provides age categories with user consent. Apps identified as containing loot boxes will automatically receive an 18+ rating on the Brazil App Store.
  • Australia, Singapore: Starting February 24, 2026, Apple will block downloads of 18+ apps to unverified users. Developers may still demand to independently verify user age.
  • Utah: Age categories will be shared with developers for new Apple Accounts created on or after May 6, 2026.
  • Louisiana: Age categories will be shared with developers for new Apple Accounts created on or after July 1, 2026.

Additional Tools and APIs

Beyond the Declared Age Range API, Apple offers other tools to aid in compliance:

  • Significant Change API (PermissionKit): Allows developers to request parental consent for significant app updates for child users. Currently in beta.
  • StoreKit: Includes a new age rating property type for more granular age classification.
  • App Store Server Notifications: Provide developers with real-time updates related to user age and regulatory requirements.

Best Practices for Age-Appropriate App Design

Implementing these tools is only one part of the equation. Developers must also prioritize designing safe and age-appropriate experiences. This includes:

  • Clear and Concise Privacy Policies: Explain how user data is collected, used, and protected in a way that is easily understandable.
  • Robust Content Moderation: Implement systems to prevent the sharing of inappropriate content.
  • Age-Gated Features: Restrict access to certain features based on user age.
  • Transparency and Control: Give users and parents control over their data and privacy settings.

Looking Ahead

The regulatory landscape surrounding age assurance is rapidly evolving. Developers must stay informed about new laws and best practices to ensure compliance and protect young users. Apple’s continued development of tools like the Declared Age Range API will be crucial in navigating this complex environment. Proactive implementation and a commitment to user safety will be essential for success in the years to come.
