AI Regulatory Framework Vote in Chamber of Deputies This Year

The text of Bill No. 2,338/2023, which creates the regulatory framework for artificial intelligence in Brazil, should be finalized in the next few days, for a vote in the Chamber of Deputies later this year. The facts was given this Wednesday by deputy Aguinaldo Ribeiro (PP-PB), rapporteur of the project, during the Voices 2025 event.

He highlighted that the text will incorporate the PL that creates the National System for Advancement, Regulation and Governance of Artificial Intelligence (SIA) – sent by the federal government last Monday – and also Redata, a special taxation regime for data center services in Brazil, created by Provisional Measure in September.

Approved by the Senate in 2024, PL 2,338 is being processed in the Chamber on a priority basis. A special commission, created to analyze the topic, promoted a series of public hearings to discuss topics related to AI, which helped to support the construction of the project text. After voting in the committee and in the chamber Plenary, the PL will return to the Senate for final approval.

The table on the AI regulatory framework in Brazil, which was part of this morning’s Voices 2025 program, also brought together the Minister of science, Technology and Innovation, Luciana Santos, and Senator Eduardo Gomes (PL-TO), mediated by journalist André miranda, executive editor of the newspaper O GLOBO.

For Luciana Santos,the regulation and governance of AI are strategically significant,considering the benefits and risks of using technology for society. – I think that regulation and technological development go hand in hand.Regulation cannot inhibit innovation, but it is indeed necesary to have legal certainty and protection for society. Technological revolutions are fraught with this dilemma.
