US Government Employee Arrested for Aiding Houthi Terrorists

Alvaro Pulido Vargas, a 62-year-old Colombian national accused of laundering more than $2 billion through Venezuelan government bribery schemes, is in U.S. custody and scheduled for his initial court appearance on Tuesday, Oct. 13, in the Southern District of Florida, the justice.gov reported. Attorney General Todd Blanche announced the arrest Sunday on X, stating that the fugitive was apprehended during a Homeland Security Task Force operation, according to nypost.com. Pulido Vargas faces two separate federal indictments from 2019 and 2021 alleging he exploited programs meant to provide food, medicine, and housing to the Venezuelan people under the Nicolás Maduro regime.

Indictment Details and Alleged Money Laundering Schemes

The 2021 federal grand jury indictment accuses Pulido Vargas and four co-defendants of laundering proceeds from an estimated $1.6 billion in Venezuelan government contracts tied to the Comité Local de Abastecimiento y Producción (CLAP) program, justice.gov reported. According to court documents, the defendants secured contracts by paying bribes to Venezuelan officials, inflating contract costs, and routing funds through bank accounts in Antigua, the United Arab Emirates, and the United States. Prosecutors state that roughly $180 million moved into or through the U.S., including accounts in the Southern District of Florida. Pulido Vargas faces one count of conspiracy to commit money laundering and four counts of money laundering, each carrying up to 20 years in federal prison.

In the 2019 case, Pulido Vargas and Maduro ally Alex Nain Saab Moran were indicted for allegedly laundering approximately $350 million through Venezuela’s government-controlled currency exchange system, justice.gov reported. Prosecutors state the pair obtained a low-income housing construction contract and then submitted false import documents while bribing government officials to approve them. Illicit proceeds were wired to bank accounts in the Southern District of Florida and overseas accounts they controlled. Pulido Vargas is charged with conspiracy to commit money laundering and seven counts of money laundering in this separate matter.

Prior Convictions and Law Enforcement Statements

Court documents reveal that Pulido Vargas has a prior conviction for drug trafficking in Italy in 1997 under the alias German Enrique Rubio Salas, justice.gov reported. “Alvaro Pulido Vargas is no longer a fugitive from justice,” Assistant Attorney General A. Tysen Duva of the Justice Department’s Criminal Division said in a statement reported by justice.gov. “Pulido is charged in two separate, significant money laundering schemes, both using the U.S. financial system to hide the profits from his bribery and greed off the backs of the Venezuelan people.”

Law enforcement officials emphasized the multi-agency coordination behind the arrest. “For years, DEA and our HSTF partners have pursued Pulido Vargas across borders,” DEA Administrator Terrance Cole stated, as noted by justice.gov. U.S. Attorney Jason A. Reding Quiñones for the Southern District of Florida added that the allegations describe a profound betrayal of the Venezuelan people by corrupting essential government programs for personal enrichment.

Future Court Proceedings and Case Background

Pulido Vargas is scheduled for his initial appearance before a federal judge in the Southern District of Florida under case numbers 19-cr-20450 and 21-cr-20509, justice.gov reported. The ongoing prosecutions are handled by the U.S. Attorney’s Office for the Southern District of Florida and the Justice Department’s Criminal Division, with investigative work led by the DEA Miami Field Division, FBI Miami, and Homeland Security Investigations (HSI) Miami. The Department of Justice notes that an indictment contains mere allegations, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt.
