The Minister of Finance, Abdelkrim Bouzred, presented, on Monday, the budget regulation bill for the 2023 financial year before the Finance and Budget Committee of the National People’s Assembly (APN).
Presenting the project during a session chaired by Mohamed Benhachem, president of the commission, in the presence of the Minister of Relations with Parliament, Nadjiba Djilali, Mr. Bouzred indicated that the amount of revenues achieved in 2023 exceeded 9,017 billion dinars, an increase of more than 24% compared to the year 2022, while budgetary expenses reached 10,592 billion dinars (+0.93% compared to 2022).
Detailing budget revenues, the minister specified that tax resources amounted to 7,396 billion dinars, including 3,856 billion dinars from oil taxes, while state revenues are estimated at 86 billion dinars.
Budgetary charges include actual expenditure of around 3,340 billion dinars devoted to transfers, 3,213 billion dinars intended for personnel expenses and 1,188 billion dinars for investment.
According to the minister, the budget consumption rate reached 72% of the total expenditure planned in the amending finance law of the same year, attributing this level to the fact that the year 2023 marked the entry into force of the new Budget Program, where “certain inadequacies linked to the lack of clarity of procedures for authorizing officers were noted”.
As for economic indicators, the minister revealed that the economic growth rate stood at 4.10% in 2023, compared to 3.6% in 2022.
At the end of his presentation, Mr. Bouzred mentioned the new legal framework of the finance law, which requires each authorizing officer to draw up a specific report on priorities and planning during the preparation of the finance law, as well as the establishment of a ministerial report on performance after execution, stressing that authorizing officers have gradually begun to adapt to this new method of developing and executing the budget.
