ASEAN Leaders Gather in Cebu to Combat Energy and Food Insecurity Amid Global Tensions
Southeast Asian leaders are convening in Cebu, Philippines, for the 48th ASEAN Summit to address a mounting series of global economic shocks. Under the theme “Navigating Our Future, Together,” the summit focuses on shielding the region from the fallout of Middle East instability, securing volatile food supplies, and accelerating a transition toward energy independence.
The gathering, which runs from Thursday, May 7, through Saturday, May 9, marks the first of two biannual summits this year. With the global economy strained by supply chain disruptions, the bloc is prioritizing intra-ASEAN cooperation to ensure regional stability.
The Middle East Crisis and Economic Stability
A primary driver of the summit’s agenda is the deepening economic toll of the conflict between the U.S., Israel, and Iran. Regional leaders are grappling with the direct impact of this crisis on oil prices and the fragility of international supply chains.
According to the Singapore Prime Minister’s Office, leaders are discussing strategies to strengthen trade and energy security to mitigate these external shocks. Philippine President Ferdinand Marcos Jr. Has specifically highlighted the global oil crisis and the safety of migrant workers as critical points of concern.
Department of Trade and Industry Undersecretary Allan Gepty emphasized the necessity of a unified front, stating, “The adverse effects of the Middle East crisis remind us that the world is interconnected, and no country can navigate external shocks alone.”
Prioritizing the ASEAN Power Grid and Green Energy
To reduce reliance on volatile global energy markets, the Philippines is pushing for the implementation of the ASEAN Power Grid. This initiative aims to enable cross-border electricity trade, which would improve energy resilience across the member states.
Beyond the grid, the bloc is seeking to fast-track investments in sustainable infrastructure. Key priorities include:
- Renewable Energy: Accelerating the adoption of solar and offshore wind power to cushion the impact of energy shocks.
- Electric Mobility: Increasing investments in electric vehicles (EVs) to modernize transport and reduce carbon dependency.
- Regulatory Speed: Undersecretary Gepty noted “a call to speed up the MOUs on the ASEAN Power Grid” to move from planning to execution.
Regional Resilience and Food Security
Beyond energy, the summit is tackling the urgent issue of food security. With supply chains disrupted, the bloc is coordinating responses to ensure that food supplies remain stable and markets stay open to avoid regional shortages.

The summit also serves as a diplomatic hub for strengthening ties with external partners. Leaders are working to align shared priorities that reinforce regional stability even as managing the complex geopolitical pressures exerted by global powers.
- Primary Focus: Trade, energy security, and food supply resilience.
- Geopolitical Driver: Supply chain disruptions caused by the U.S. And Israel’s war on Iran.
- Energy Goal: Implementation of the ASEAN Power Grid and increased solar/offshore wind investment.
- Diplomatic Theme: “Navigating Our Future, Together,” focusing on intra-ASEAN cooperation.
Looking Ahead
As the 48th ASEAN Summit concludes, the success of the bloc will be measured by its ability to translate these discussions into binding agreements. The push for the ASEAN Power Grid and coordinated food security measures represents a strategic shift toward regional self-reliance, reducing the vulnerability of Southeast Asian nations to conflicts far beyond their borders.
