Milan Taxpayers Pledge 633 Million Euros Through 5xMille Filings

Taxpayers directed 633.3 million euros to more than 105,000 entities among the Third sector, research, sports, culture, protected areas, and municipalities through the 5xMille tax designation scheme in 2025, according to data from the Assif observatory. The figure surpassed the official spending cap, which had been raised to 610 million euros. A total of 18.5 million contributors participated in the program, and unassigned choices have amounted to approximately 600 million euros since 2006.

Representatives from the Associazione italiana fundraiser, or Assif, presented two legislative proposals on October 13 at the Chamber of Deputies during a conference titled “Il voto fiscale degli italiani.” Giulia Barbieri, vice president of Assif, outlined the changes. The first proposal calls for the abolition of the spending cap: replacing a fixed amount with an annually updated funding mechanism featuring a guaranteed coverage clause.
