The newly introduced measures establish the Urban Design Manual, which standardizes sidewalks across the Historic District into three distinct zones to eliminate unauthorized obstructions. According to city documents cited by Última Hora, sidewalks will now feature a building-adjacent area, an obstacle-free pedestrian walkway with a minimum width of 1.20 meters, and a service zone dedicated to street trees and benches. Municipal officials state that these design changes aim to reverse chronic unauthorized sidewalk occupancy, restore urban aesthetics, and protect the cultural heritage of the Paraguayan capital.

Commercial Regulations and Merchant Guidelines

Alongside pedestrian infrastructure improvements, the municipality released clear operational guidelines for local businesses and street vendors operating within the CHA. The rules establish formal standards for outdoor terraces and commercial public space occupancy, designed to draw legal foot traffic into the area. According to the Ministry of Public Works and Communications (MOPC), the framework seeks to balance strict public order enforcement with the economic revitalization of stagnant local commerce.

Traffic Redesign and Enforcement Strategy

To complement the sidewalk restructuring, the city is executing road redesigns and crosswalk construction at key intersections to encourage vehicle deceleration and protect foot traffic.
